Statistics Canada reported that in 2021, 10.6% of Canadians with disabilities aged 16 and over lived in poverty. The poverty rate among Canadians living with disabilities is almost double the rate of those without disabilities. The Canada Disability Benefit (CDB) could be a transformational step in addressing this challenge. However, a number of #disability advocates have expressed concerns that recent federal budget announcements on funding and eligibility criteria are insufficient. The recent CSA Public Policy Centre report provides recommendations for eligibility, adequacy, and administrative procedures that can help enhance the new benefit. These include measures to streamline application processes and establishing an advisory committee of people with lived experience to address their diverse needs.

The proposed Canadian Disability Benefit falls short of its intended goal. For many people with disabilities, even those who work, poverty remains a stark reality. From Disability Without Poverty's recent survey about the Canada Disability Benefit: Approximately 94% of respondents thought the application should be available through existing government services and portals and come preloaded with the information the government already has access to. This would simplify the task and make it much more accessible for people with disabilities. Over 95% of survey respondents indicated they want an application process that is easy, seamless, fast and simple. The form should be written in plain language and available in multiple languages as well as various accessible formats. Over a million people in Canada with disabilities currently survive on less than $20,000 per year. In order to lift these individuals out of poverty, it is critical that provincial and territorial governments pledge that the Canada Disability Benefit will not be clawed back by their disability income support programs.
