🇪🇺 Last week, the European Council and Parliament reached a landmark agreement on establishing the EU's first carbon removals certification framework. One of the big takeaways for businesses is what’s included in scope: ✅ IN: High-quality carbon removal and soil emission reduction activities ❌ OUT: Activities that don’t result in carbon removals or soil emission reductions (e.g. avoided deforestation or renewable energy projects) This is a huge win for carbon removals 💪 It has massive potential to accelerate the sort of removal and reduction activities which are crucial for achieving the EU’s climate neutrality goal by 2050 But what does this mean for carbon offsetting? Well, this agreement represents a shift in best practice in terms of how carbon offset projects are viewed. Ultimately, we need to prioritise reliable, monitored and permanent carbon removal projects over carbon avoidance schemes in order to achieve net-zero. This aligns with Provenance’s long standing position on carbon offsetting. To maximise impact and minimise greenwashing, we stipulate that to achieve our ‘Carbon Offsetting’ Proof Point, businesses must have invested in projects that remove carbon from the atmosphere, as opposed to pledging to avoid future emissions. This framework aims to establish a robust and transparent system for quantifying, monitoring, and verifying carbon dioxide removal from the atmosphere. Key aspects of the proposed framework include: 1. Rigorous monitoring, reporting, and verification requirements to ensure the accuracy and reliability of carbon removal claims. 2. Differentiation between short-term and long-term carbon storage to prioritize solutions with lasting environmental benefits. 3. Compatibility with existing EU climate policies, such as the Emissions Trading System (ETS), to create a comprehensive approach to emissions reduction and removal. The introduction of this certification framework is crucial for several reasons: 1. It provides a standardized approach to measuring and validating carbon removals, fostering trust and credibility in the market. 2. It incentivizes the development and deployment of innovative carbon removal technologies and nature-based solutions. 3. It supports the EU's ambitious climate targets and contributes to the global effort to mitigate climate change. In my view, I believe this proposal is a game-changer for the carbon removal industry. It creates a level playing field for various removal solutions and encourages investment in this critical area. However, the success of this framework will depend on its effective implementation, ongoing monitoring, and adaptation to evolving scientific understanding and technological advancements. SF6 is a little talked about but highly potent greenhouse gas, widely used by the electricity networks in their equipment. New legislation at EU level makes finding alternatives a priority. However, alternatives that have been piloted typically use “forever chemicals” (PFAS). This raises questions about how networks should balance these concerns given the significant network growth needed to meet net zero. European Suppliers of Waste-to-Energy Technology (ESWET) praised the recent provisional agreement between the European Council and the European Parliament on the Carbon Removals Certification Framework, highlighting its recognition of biogenic permanent carbon removal. This framework, aligned with IPCC standards, aims to capture 50 million tons of CO2 annually by 2030, crucial for meeting Europe's climate goals. ESWET emphasized the significance of technologies like bioenergy with carbon capture and storage (BECCS), particularly in sectors like waste-to-energy. The framework provides clarity for investors and emitters, fostering an international market for carbon removals.
