Since 2000, CDC's Environmental Health Specialists Network (EHS-Net) has brought together state and local environmental health programs, CDC, the United States Department of Agriculture (USDA), and the Food and Drug Administration (FDA) to research restaurant food safety practices. EHS-Net has conducted 15 collaborative research studies. State and local EHS-Net programs also conduct their own individual research projects. In 2006, EHS-Net found that restaurants with foodborne outbreaks were less likely to have a kitchen manager certified in food safety than restaurants without outbreaks. FDA used these findings to recommend a provision requiring restaurants to have a certified kitchen manager in their 2013 Food Code. FDA used additional EHS-Net studies to further strengthen the provision in the 2017 Food Code, which now requires restaurants to have a certified manager on site during all hours of operation. Active Managerial Control is my favorite public health intervention. Its the one that makes everything else happen.

***TRAINING SCENARIO*** HR Professionals, managers, investigators, and CEOs. Consider this scenario. How would you handle this situation? ***This is a fictitious scenario for training purposes only*** Shondra is a new hire at a large orchard that provides fruit for low-income families in the western United States. Her job is to inspect the quality of the fruit as it grows and make adjustments as needed. On her first day at the orchard, Shondra noticed that the fruit growing was incredibly robust and growing much quicker than she had seen before. Looking around the growers' shed, she found the culprit. The workers had been supplementing the growth of the fruit with chlormequat, a plant enhancing chemical that is illegal in the United States. Shondra asked the head grower if he knew about the use of the illegal chemical, and he said, "Oh yeah, we've been using that for years. The local food governing agency doesn't bother us because we give food to poor people. They don't even care about us." Shondra went to speak with the orchard manager and shared her concern regarding the use of the chemical, but he just laughed and shook his head, telling her not to worry about it. 1. Should Shondra report the use of the chemical to a state agency? Why/Why not? 2. If Shondra's managers are not worried, should she be worried? 3. What should Shondra look out for if she decides to report? What could retaliation look like? 4. Should companies like this orchard create whistleblower protection policies?
