We went many years without pay raises or pay raises so low that the rising cost of living and insurance swallowed them up. All it takes is a change in governor and legislature and people are filing for bankruptcy again or trying to find that job where the pay and opportunities are better, a place without a glass ceiling. In order to advance in the state you need to be someone's buddy, favorite or in a fraternal system. My team leader was able to hire his brother-in-law to work directly for him on the same team and his team buddy was the only person on the team that secretly received any overtime so he could buy his "toys" while the rest of the team was filing for bankruptcy or considering it. These guys got all of the notoriety sitting at their desks talking to management while the rest of the team scrambled to get the work in the field done.

The only thing I was ever told about living in Pierre is that the cost of living is so bloated and everything so expensive that it's hard to live and work there on salaries that are normal in other parts of the state. Let us move the capital out of Pierre to a city that more people want to live in and that is more easily accessible. We would get better management and leaders if it were someplace that people actually wanted to live. I knew many managers that would have pursued advancing higher into management when the glass ceiling opened up; but they didn't want to move and live in Pierre.
