Turns out, inverting the dependencies is a good business strategy too.
I was reading about how engineers at a very well-known technology company have developed strategies for getting the boss to "decide" what they need him to decide without him realising it's happening. I know many software professionals who've had to pull the strings from below to get good decisions coming out of the boardroom. Managing upwards is a key ingredient in the success of a lot of well-known tech companies, and an important skill that engineers sometimes have to develop out of necessity. Managing upwards is probably as old as power structures and hierarchies; that person standing behind the throne, whispering into the monarch's ear. It might even have a basis in evolutionary psychology.

Imagine how jumbled, tightly coupled, and complex the code would be if you let a junior developer write code unconstrained by anything other than "write code that does X". How long do you think it will take to add new functionality? Now imagine how jumbled, tightly coupled, and complex the code would be if you let a very fast LLM write lots of code unconstrained by anything other than "write code that does X". Yeah, your job isn't going anywhere.

Agile isn't a quest. Agile isn't a framework. Agile isn't a set of checkboxes. AGILE IS A PHILOSOPHY. One of the principles of that philosophy is "working software is the primary measure of progress". In other words, his problem isn't with Agile. It's with people.

Agile and Scrum, at best, are side quests that can easily distract from the main quest. It's usually the people who don't know how to help with the main quest that make the side quests over-important. Ticking boxes on maturity assessments and completing side quests may make you feel great, but remember, the most important thing is to make progress on the main quest.
