Very true! Once you stop looking at innovation through the lenses of specific projects, successes and failures and apply a systems approach that focuses on repeatability, there is immense value to the organization, regardless of single specific project outcomes. Tied with the right approach toward risk mitigation and management this becomes a huge game changer!
As "culture" is the most difficult thing to change across the organization, I would put it first !
