There are many negative impacts to American's from the proposed Credit Card Competition Act (CCCA) Large retailers say "swipe fees" (it is a rate not a fee) are increasing. The rate that retailers pay has been level from 2016 and 2021. The CCCA will benefit only the largest retailers and their shareholders with no benefit to consumers. Sen. Roger Marshall is pushing to open up the amendment process on the annual defense bill in a bid to advance a contested measure that would crack down on credit card swipe fees. Marshall, along with Sen. Dick Durbin (D-Ill.), reintroduced a bill targeting credit card payment networks last month — sparking a lobbying battle between Wall Street banks and retailers. Marshall and Durbin filed related amendments on the NDAA earlier this month. “Folks living paycheck to paycheck and small businesses back home deserve relief. In a letter to the President this week, American Bankers Association CEO Rob Nichols asked Biden to direct Treasury Secretary Janet Yellen “to complete a comprehensive interagency economic impact analysis of the various rule changes that are taking place in siloes across your administration before any new regulations can take effect.” The letter details the potential financial harm of over-regulation. In May, the Defense Credit Union Council (DCUC) warned New Hampshire's US senators that Sens. Durbin and Marshall’s proposed credit card routing mandates could “risk military financial readiness.” Now, the council is concerned that the bill could “jeopardize veteran’s financial security.” Haleigh Laverty, communications specialist with the DCUC:  “The primary issue with the [Durbin-Marshall Credit Card Bill] is that it would mandate banks and credit unions to route credit card transactions through the lowest-cost networks.
