Northern Powerhouse Rail… Great to see that government is “putting its mouth where its money is”… having announced the £36 billion #NetworkNorth plan, the next steps of development for #NPR between Manchester and Liverpool were announced yesterday. One of the key elements of this announcement is that it follows extensive engagement with local leaders and local MPs by Gov Ministers… NPR has the potential to be a genuine catalyst for #economicgrowth across the North of England by transforming #transport links and connecting people to opportunities in a way that we haven’t seen before in the North. The fact this could also mean the underground station being built at #ManchesterPiccadilly is also significant, not least because it indicates that government is honouring its promise to work with the mayors of the city-regions on the critical NPR plans in a “post HS2 phase 2b” world. If government is serious about #levellingup then this is absolutely the right approach! Rail #infrastructure brings unique challenges, none of which are insurmountable with the right approach: inivative #funding models (such as land value capture & public-private partnerships); place-based decisive leadership; long-term political commitment; innovative, #energyefficient design & #construction (with low-carbon materials such as HS2’s low-carbon concrete that provided a 42% reduction in #carbon emissions at construction stage); industry collaboration; user-centric design; robust cost control e.g. design-to-cost (it’s not rocket science). Effective #transportsystems are transformative; with the adoption of advanced construction methods (modular) & innovative technologies, underpinned by political commitment, dedicated funding models, streamlined regulatory and planning approvals, and efficient & collaborative decision-making by key stakeholders (driven by national and local government), the potential for genuine #economicgrowth for the region, and the UK more broadly, is massive if government gets this right! Earlier this month, the #PartZ team wrote to 50 new MPs across multiple political parties, to ask for their help putting embodied carbon regulation on the agenda as part of Westminster's strategy to decarbonise the UK whilst creating jobs, homes, and prosperity. The inauguration of the Route des Nations marks a significant milestone in the enhancement of transportation infrastructure in Switzerland. Stretching 1.2 kilometers in length, with 80% of its expanse nestled underground, this route serves as a pivotal link between the highway and the international organizations district, closely intertwined with the Grand-Saconnex highway junction established by the Confederation. Scheduled for commissioning overnight from March 24th to 25th, 2024, the Route des Nations promises to revolutionize connectivity and mobility in the region. One of the primary objectives of this novel infrastructure is the alleviation of transit traffic congestion within the municipalities of Grand-Saconnex and Pregny-Chambésy. By facilitating smoother traffic flow and optimizing public transportation services, notably through the reduction of travel time for Line 61 utilizing the Route des Nations, the project aims to enhance accessibility and convenience for commuters. Future plans include extending the tramline to connect Grand-Saconnex and Ferney-Voltaire, further bolstering regional connectivity and accessibility. The development of the Route des Nations represents a formidable endeavor in civil engineering, demanding 76 months of concerted effort by approximately sixty workers. A significant portion of this timeline—40 months, to be precise—was dedicated to excavating the tunnel, including the meticulous drilling of a nearly half-kilometer tube buried at depths ranging from 7 to 19 meters. Notably, materials excavated during the construction phase were repurposed, exemplifying a commitment to sustainability and resource efficiency. Beyond its immediate functional benefits, the Route des Nations embodies a broader vision of urban mobility and sustainable development. By prioritizing public transportation and active mobility solutions, the project underscores the imperative of reducing carbon emissions and fostering eco-friendly modes of transport. In November 2021, the Infrastructure Investment and Jobs Act (IIJA) was passed, and over one trillion dollars was authorized over a five-year period. There is still significant funding available, which will affect civil and structural work for years to come. As engineers, it is crucial to understand the impacts of our designs on the communities and advocate for equitable practices and planning, especially given the increase in available funding for infrastructure projects. 📌 Hudson Tunnel Project Secures Major Federal Funding 🌉 The #US government, in conjunction with the Gateway Development Commission (GDC), is set to transform #rail transit between New York and New Jersey with the Hudson Tunnel Project. 🔩 𝗣𝗿𝗼𝗷𝗲𝗰𝘁 𝗦𝗰𝗼𝗽𝗲: - New Twin-Bore Tunnel: A 2.5-mile tunnel beneath the Hudson River will be constructed. - Track Box in NYC: A new track box under Hudson Yards to facilitate connectivity with Penn Station. - Comprehensive refurbishment of the existing North #River Tunnel. - Timeline: Construction is expected to begin in July 2024 with completion slated for 2035. 💰 𝗙𝘂𝗻𝗱𝗶𝗻𝗴 𝗔𝗽𝗽𝗿𝗼𝘃𝗮𝗹: - The project will receive a $6.88 billion Capital Improvement Grant (CIG) from the Federal Transit Administration (#FTA), taking the total federal contribution to $12 billion. Combined with state and local grants, funding totals a substantial $16 billion. Kia Ora tatou, Councilors passed Selwyn District Council draft LTP 2024-34 for consultation next week. The expected lift sits mid point across national comparisons. The increase in costs to deliver the necessary functions of council reflect the reality many are feeling during these economic times. As the Chair of the Finance, Performance and Investment Committee,Council are collaborating toward an innovative approach moving forward. Thinking horizontally and laterally while remaining prudent, transparent and accountable. As 1 of 2 Councilors responsible for the Economic Development portfolio it has been amazing to see our business community turn up in droves for the Economic Development networking events. The level of interest, collaboration and innovation is exactly what we had hoped for. With the leadership of our Tumu Whakarae/ CEO Sharon Mason and her team has allowed that and, together, have delivered an incredible raft of information to build a legacy for our generations to come. This LTP seeks feedback for Councils space,place and continuation with this strategy. It is critical we hear from our business community and more. We need to be innovative and partner with entities for a fresh approach to generate revenue to defer the rate burden on our constituents. We need build off the current structure and develop a fit for purpose blueprint for continued investment,sustainable economic return to deliver a thriving District. Ensuring the social, economic, environmental and cultural goals all businesses and organizations strive for are not only acheived but are a natural outcome of successful relationship with all of people, visitors, mana whenua, tāngata whenua.
