A report by HM Inspectorate of Constabulary in Scotland has praised Police Scotland’s “robust and effective” response to missing persons, with the national multi-agency framework driven by the force described as a “particular strength”; but inspectors have also called for more to be done “to ensure that clear leadership and strategic direction is in place”, raise awareness among officers and partners, and address technical and resource challenges, as Policing Insight’s Sarah Gibbons reports. ❝Data for the past four years shows that over 99% of missing persons are traced alive each year. Some of the concepts are hard to pin down, in some cases there is overlapping guidance and in others no guidance at all. There are also competing perceptions - both inside the service and outside. For people interested in the subject there is no alternative but to read the report. Issues such as impartiality are of constitutional significance and exist in an arena where it is impossible to please everyone - I take great comfort from the evidence that that police officer strive to be impartial. But trying to write guidance on what impartiality means is going to be v difficult. This is a report commissioned by the Home Sec, therefore it make no reference to NHDPFs. This is a shame because those forces have to maintain the impartiality expected of the office of constable whilst working closely with industrial and departmental partners who often believe that the funding models in use give them (undue) influence. Such forces also have to deal with their communities on the same basis as local forces during public order deployments etc. The report is wrong to say that all police officers are crown servants. All hold office under the crown but some (HNDPFs) are employees. HMICFRS have made a good job of a difficult task - what comes next is going to be challenging for all concerned - but it will be an effort worth making because there is much here that goes to the heart of the model of policing in the UK. The government has launched the National Government Administration Police Unit (NGAPU) to assist chiefs with operations across the country. Operating under the Administration Police Service, NGAPU will support National Government Administrative Officers (NGAOs) in maintaining security, enforcing national policies and managing public safety. With 6,000 officers already assigned, the unit will also oversee security at public events, aid in conflict management and collaborate with law enforcement agencies to enhance service delivery and public safety.

The new and updated #framework for #childprotection inspections of police forces in England & Wales was recently published. Whilst the aims of the child protection programme remain the same - assessing and reporting on how efficiently and effectively police forces #safeguard #children who are at risk - the methodology has been revised to focus on five key areas: 1. Leadership 2. Partnership working 3. Initial response 4. Risk assessment and referral 5. Investigations Our #inspections will consider how the arrangements for protecting children, and the #leadership and #governance of forces contribute to, and support effective safeguarding practice.
