Last week saw the murderer of Holly Bramley sentenced to Jail for life. The Killer, subjected Holly to a life of domestic abuse. He horrifically killed, cruelly dismembered and disposed of her body when she tried to escape. The perpetrator was known to the police. The stage in which a survivor leaves a relationship is one of the highest points for domestic abuse homicide. More needs to be done to ensure that abusive behaviour, escalation and threats are recognised and acted upon by professionals, police and services, so that they may intervene at earlier opportunities. There needs to be further investment into domestic abuse services and support for when a survivor leaves so they can leave safely and rebuild their lives. Perpetrators need to be held accountable sooner. A comprehensive exploration of a perpetrators past behaviours and tendencies could potentially help recognise and intervene in situations where there is a risk of domestic abuse escalation. It is estimated that 2 women a week are killed by a current or former partner, 75,000 people in the UK are at high risk of being murdered or seriously injured as a result of domestic abuse (Safe Lives, 2023). Reported sexual violence in Queensland continues its upward climb in the latest recorded police crime statistics for 2022-23 with a 7.2% increase in rape and attempted rape and 1.6% for other sexual offences, in the last 12 months. That's a 106.1% increase over 9 years for rape and attempted rape but 226% increase over the last 2 decades. For other sexual offences it's a 36% increase over 9 years but 42% over the last 2 decades. According to the National Plan to End VAW and Children, prevalence of sexual violence is increasing across all domains, which is also consistent with feedback from sexual violence specialist services. Though reporting is increasing - numerically - according to the Personal Safety Survey (ABS) overall reporting rates to police have reduced from 13% in 2016 to 8% in 2021-2022, but when combined with increased reports to police, is also evidence of increased prevalence. Responding to sexual violence in Queensland requires a 10-year plan with tangible outcomes to increase focus on response and prevention, if this upward trajectory is going to change. Child sexual abuse was prosecuted under the following sections of the Indian Penal Code: I.P.C. (1860) 375- Rape I.P.C. (1860) 354- Outraging the modesty of a woman I.P.C. (1860) 377- Unnatural offences However, such a measure had drawbacks since the IPC could not effectively protect the child due to various loopholes like: IPC 375 doesn’t protect male victims or anyone from sexual acts of penetration other than “traditional” peno-vaginal intercourse. IPC 354 lacks a statutory definition of “modesty”. It carries a weak penalty and is a compoundable offence. Further, it does not protect the “modesty” of a male child. In IPC 377, the term “unnatural offences” is not defined. It only applies to victims penetrated by their attacker’s sex act and is not designed to criminalise sexual abuse of children. Deaths in police custody reach 17-year high. The number of people to die in police custody last year is the highest in almost two decades, new figures have revealed. The IOPC found 24 people died either in or following police detention between April 2023 and March 2024 – the highest figure in 17 years. Fourteen of them had force used against them by the police before their deaths. The number of people to die in apparent suicides after being released from police custody also reached a nine-year high, with a further 68 deaths recorded. The total, which included deaths which took place within two days of being released, surged by 14 from the previous year, when 54 were recorded.
