Just one U.S. #packaging #EPR bill has made it across the finish line so far in 2024, but stakeholders say they’re still learning lessons about refining producer definitions, compromise and more as such bills have become more common. #Minnesota’s Packaging Waste and Cost Reduction Act was the first such law adopted by a U.S. state since 2022. There could be more EPR negotiations to come this year, but, halfway through 2024, many states that had EPR bills introduced, such as #Hawai’i, #Tennessee and #Washington, have ended their sessions. Likewise, #NewYork’s Senate passed the comprehensive Packaging Reduction and Recycling Infrastructure Act, but the Assembly did not bring it to a vote as time ran out. https://lnkd.in/eXn5wUGN

📦 Navigating the Complex Landscape of Extended Producer Responsibility (EPR) in the U.S. Extended Producer Responsibility (EPR) laws are reshaping the packaging industry by holding producers accountable for the lifecycle of their products. Starting with Maine and Oregon in 2021, and now expanding to states like California, Colorado, and Minnesota, EPR is driving significant changes in how packaging waste is managed. Under EPR, producers are required to pay fees based on the packaging they distribute, with state-approved Producer Responsibility Organizations (PROs) managing these fees to enhance recycling infrastructure. The governance of EPR programs varies, from Maine’s DEP having extensive control to California’s shared oversight between producers and CalRecycle. As the legislative landscape rapidly evolves, it’s essential for industry stakeholders to stay informed and compliant. EPR (Extended Producer Responsibility) is coming to Minnesota... Minnesota is now the fifth U.S. state to establish an extended producer responsibility (EPR) program for packaging, with Gov. Tim Walz signing the Packaging Waste and Cost Reduction Act into law. This legislation mandates that producers, including brands, packaging manufacturers, and distributors, take responsibility for the packaging waste they generate, with specific exemptions for certain mills (check out the article). Other states, including New York, New Jersey, and Massachusetts, are considering similar EPR legislation, with various levels of progress and anticipated deadlines. Additionally, Maryland and Illinois are conducting needs assessments that could pave the way for future EPR laws.
