Thanks CINDE - Experts in FDI for allowing us Bourns, Inc. to share our perspective on the semiconductos opportunities for Costa Rica. To share on what we discuss, I believe Costa Rica should focus its efforts on three key tactics to boost the operations of companies already in the country and attract new companies in the context of the rebalancing of global chains: 1. Enhance Talent Development and Skill-Building Programs: Invest in education and training programs specifically tailored to the needs of the semiconductor industry and other emerging sectors. Collaborate with universities, technical colleges, and industry partners to develop curricula that align with the latest technological advancements. Provide incentives for companies to upskill and reskill their existing workforce, ensuring a continuous supply of skilled talent. 2. Foster a Collaborative Innovation Ecosystem: Establish research and development (R&D) centers and technology parks to encourage innovation and collaboration between companies, universities, and research institutions. Provide funding for joint R&D projects and technology transfer initiatives to promote knowledge sharing and accelerate innovation cycles. Host international conferences, workshops, and networking events to attract global talent and showcase Costa Rica's innovation potential. 3. Streamline Business Processes and Regulatory Frameworks: Digitize government services and simplify administrative procedures to reduce bureaucracy and shorten turnaround times for business operations. Establish clear and transparent regulatory frameworks that provide certainty for investors and businesses. Actively engage with industry representatives to identify and address regulatory bottlenecks or challenges that hinder business operations. Among these three tactics, enhancing talent development and skill-building programs should be prioritized. A highly skilled and adaptable workforce is the cornerstone of a competitive innovation ecosystem and is crucial for attracting and retaining companies that rely on advanced technologies and expertise. Investing in talent development will not only boost the operations of existing companies but also lay the foundation for attracting new investments and fostering long-term economic growth.
