The current European #regulatory discussions, however, make landlocked #CEE countries feel sometimes that they are watching a different movie, due to their inherited physical capabilities, the need for further infrastructure developments to facilitate access to more Southern supplies, and the predicted stable regional #gas #consumption as a result of ongoing coal-to-gas switch efforts. #Renewable gases will surely be carried on future #energy infrastructure, however, the current focus on them is undue in comparison to the ongoing #securityofsupply and #marketintegration tasks of regional TSOs. At the same time, too strict regulations on renewable gases will prevent regional #hydrogen supply from emerging in sufficient quantities. Today the Council of the European Union has adopted the #Hydrogen and #Gas #Decarbonisation Package. This marks the end of a process that began over 4 years ago. Though I wouldn't subscribe all decisions, I'm happy to have inputted into this with my Frontier Economics colleagues in multiple ways. The Package consists of 1) the Hydrogen and Gas Directive, which sets out provisions to which member states will have to adapt their national legislation within 2 years, and 2) the Hydrogen and Gas Regulation that will become directly applicable 6 months after its publication. More here: https://lnkd.in/eihysB7y Key changes to current legislation include: 🔹 Increased co-ordination between network development plans for #hydrogen, #electricity and #naturalgas, and the creation of a new EU entity for Hydrogen Network Operators (#ENNOH) 🔹 Facilitating connection and access to the gas grid for renewable and low-carbon gases 🔹 Establishing a certification system for low-carbon gases, including hydrogen (with detailed rules to be set out in a delegated act) 🔹 Rules for unbundling and tariff-setting for hydrogen transmission and distribution 🔹 Establishing default provisions for “solidarity” between Member States (including rules on compensation between member state) in the event of a gas crisis During the legislative process, Frontier has been active in advising a range of clients on the potential options for reform and their potential impacts. This includes 4 studies for the Commission which considered: 🔸 Overarching barriers to integration of different energy vectors and to the uptake of low-carbon gases; 🔸 How dedicated hydrogen networks should be regulated; 🔸 How to manage cross-border differences in gas quality cross the EU; and 🔸 Policies for gas distribution and gas consumers. The Alliance for Innovation and Infrastructure says, “The answer is not to phase out natural gas at all, but to transform it.” - Energy Central “The change on the horizon is pre-combustion carbon capture.” They’re talking about capturing carbon instead of burning it. Meaning: use existing natural gas infrastructure to bolster the energy transformation. Then, take the carbon out of of the natural gas right before you use it, so no CO2 emissions are made. Some common sense prevailing in Germany to scale back #h2 thermal power plant. In the end, the revised market reform to investigate a technology neutral auction mechanism will mean a win for #batterystorage, #interconnectors, #phs, #hydro, #dsr and #grid #digitisation to smooth the grid than otherwise would be from the #h2 as a fuel for #netzero power.
