ACTION ALERT: The Washington State Senate has a hearing today (Tuesday January 9, at 4pm) about funding for High Speed Rail! Sign up to show your support for this bill by 3pm TODAY, or you can submit written testimony before 4pm TOMORROW! Senate Bill 5947 includes $2,250,000 in planning funds for Ultra High Speed Ground Transportation (UHSGT) and pre-allocates $50 million from the carbon emissions reduction account for use in matching funds for federal grants. We believe these investments will provide unmatched long-term benefits for our region, and are a necessary complement to short-term improvements for the existing Amtrak Cascades service. Don't listen to the critics who say it's an either/or situation. We can and must invest in our rail infrastructure both in the short term, and with High Speed Rail for the long term! Sustaining the Commons - after classifying the rules, we now look at the types of rules. Seven broader types emerge - position, boundary, choice, aggregation, information, payoff and scope. They create positions, determine how actors are assigned or leave positions, assignment of actions to positions, links between actions and outcomes and so on. The verbs associated with the rule are: be, enter or leave, do, jointly affect, send or receive, pay or receive and occur. Control, costs/benefits and outcomes are the components of action situations. The Netherlands example of taxi medallions is a good case study: a lack of local boundaries on where they can operate led to serious and violent conflicts. Boundary rule changes led to higher prices and lower quality of service!
