Here is a Canadian productivity problem. C-27 will have been “at committee” for a full calendar year this week. It was tabled in June 2022. This is the bill that will upgrade twenty four year old legislation on privacy of information (PIPEDA) and start to create a framework around AI and algorithm transparency. We need it in order to avoid falling further behind the US and EU. Come on Parliament, we need to increase productivity of the 338 MPs and 105 Senators before the election….that order paper is full of slow moving bills… #productivity #politics

The King’s Speech last month included a proposal for a Digital Information and Smart Data Bill. The Government says “The Bill will enable new innovative uses of data to be safely developed and deployed and will improve people’s lives by making public services work better by reforming data sharing and standards; help scientists and researchers make more life enhancing discoveries by improving our data laws; and ensure your data is well protected by giving the regulator (the ICO) new, stronger powers and a more modern structure. These measures start delivering on the Government’s commitment to better serve the British public through science and technology” Like other proposed laws which were not enacted prior to the dissolution of Parliament, the Bill is considered failed and will not be carried over to the new Parliament (even if the Conservatives are re-elected, it will need to be re-presented) What this means in practice is not yet clear, but CSRB will keep you in touch as the bill is introduced.

FEDERALISM IN 2025 AND BEYOND "I can say two things with certainty about the course of post-election federal-state-local relations, in 2025 and beyond," writes Don Kettl, in a new Guest Column for Barrett and Greene Inc. "One is that they will be more at the center of domestic policy than they have been in some time. The other is that anyone who says they are certain about how the balance will work out is not to be trusted." Kettle lays out a variety of scenarios contingent on the outcome of the November election, and notes, importantly that "federalism isn’t what it sounds like. Many may think that it means that the federal government tries to gather all the power into its own hands, when in fact it describes a system in which a varying amount of authority goes to the states."   The debate over federalism, he argues is fascinating and "a bit peculiar," particularly because he explains "it’s not a two-way debate, Republicans versus Democrats, but a three-way tug, Trump versus the right-wing MAGA proponents versus the Democrats." Improving government and ensuring programs are effective, efficient, economical, ethical, and/or equitable is valuable.

Done right this could be a helpful step. There are balanced interests here. If you need a visa to enter a foreign country they will need access to your personal data from a responsible third-party source to verify the information you submitted. However, we don’t want detailed, sensitive personal data being sent to North Korea. The lines being drawn matter.
