I am thrilled to share that I have completed the informative course titled” Fighting bid rigging in public procurement". Hence, I'd like to thank United Nations Economic and Social Commission for Western Asia (ESCWA). This course was developed by ESCWA in partnership with the Organisation for Economic Co-operation and Development and the United Nations Conference on Trade and Development. This course introduced the topic of fighting bid rigging in public procurement and highlighted the importance of competition in enhancing the effectiveness of procurement procedures.   It aims to increase relevant Arab stakeholders’ awareness and knowledge regarding the risks in the public procurement process and the benefits of a competitive environment in the public procurement market. It strengthened stakeholders’ capacities to design efficient public procurement processes by equipping them with relevant knowledge and practical methods. Let's recall what I have learned: Identify the costs associated to bid rigging. Be aware of the many benefits derived from enhancing competition in public procurement. Identify the different strategies of bid rigging that can take place in a public procurement procedure. Have a clear understanding of the market conditions and factors that facilitate collusive practices. Definition of Bid rigging: Bid rigging is a form of collusion that occurs in procurement auctions when tenderers, who would otherwise be expected to compete, secretly conspire to make an arrangement to predetermine the winning bidder, eliminating the factor of competition in the process. The conspiring tenderers typically accomplish bid rigging by submitting less favourable bids than the designated winner or by intentionally withdrawing from the procurement procedure. Eventually, the conspirators make a profit through bid rigging at the expense of the procuring authority and ultimately the taxpayers. The importance of an efficient public procurement system in an economy. The numerous costs derived from bid-rigging practices, such as: • Increasing the price of the product offered • Lowering their quality The role of competition in enhancing the efficiency of public procurement The most common forms of bid-rigging, mainly: • Cover bidding • Bid suppression • Bid rotation • Market allocation The different steps procurement officials can take to enhance competition in procurement procedures, among them, it has been identified the importance of: 1. Acquiring substantial information of the market prior to designing a tender process 2. Facilitating participation by reformulating the bidding requirements in a way that it is clear and not predictable 3. Redefining the tender process to reduce communication among bidders 4.
