The ISA should not be seen as just an environmental and regulation-focused body, but also one that encourages robust financial analysis to challenge the overly optimistic assumptions of industry proponents. If DSM will not realistically generate profits, there will be no royalties for member states and there is no need to damage the seafloor environment.
