Enacted in 2023, Minnesota's Retail Delivery Fee applies to retail deliveries of taxable tangible personal property and clothing, in transactions with charges of at least $100, to persons located anywhere in Minnesota. The rules for determining when this fee applies are complex, and retailers may face many practical challenges setting up this fee in their software.
