Our Road to Zero Report is an annual assessment of the UK’s progress towards zero-emission road transport. It provides an overall ranking of progress before taking a deeper look at the respective performance of ZEV demand, infrastructure and supply. Demand remains strong in business car #leasing with new ZEV additions being driven by salary sacrifice and company schemes. For vans, demand has stalled. Personal leasing reflects a UK-wide trend with a slight decline in ZEV new additions. Rental utilisation of ICE vs ZEVs demonstrates very limited #rental demand for ZEV cars and vans. Heavy discounting means the price gap between ICE and ZEV vehicles is falling, but cost of ownership is still an issue due to high public #charging costs and overall new vehicle price inflation. 'Half-ton electric bike poses latest threat to London pedestrians' https://lnkd.in/erY9UCDW "... it’s got pedals, and it’s got a 250 watt motor. So it’s a bike. And that’s it.” Wrong!, the clue is in the name abbreviation for bicycle meaning 2 cycles or wheels this has six. I have nothing against cycling or cyclists (as long as they follow the highway code), in fact cycled into town and back about 10 times this week, without any motor assist, to the Cheltenham Science Festival, #CheltSciFest, but calling this vehicle a bike makes no more sense and calling a plane a car just because it can taxi on the ground with wheels, or should that be a taxi. As usual, it seems like those creating the legislation haven't really thought the issue through properly, so the definition for this type of vehicle clearly needs urgent amendment. However, governments, at least the UK one, don't appear to have any real sense of what urgency is when it comes to legislation. This vehicle is clearly a small articulated van fitted with pedals and a bicycle wheels. Don't get me wrong, I think this looks like a brilliant little delivery vehicle, but classifying it as a bicycle is pushing the bounds of credibility. Are we moving in a to an era where even vehicles can self identify? I am not certain, but I suspect, that the original intention was to allow people to have bicycles with motor assist to make cycling easier, particularly when going uphill, in order to encourage the use of this mode of transport, which I fully support. However, the public interpretation of it seems to have morphed into 'if you fit an electric motor and small wheels to a vehicle then you don't have to pay tax or insurance, and you can ride anywhere'.

UPDATED VICTORIAN SCOOTER REGULATIONS Victoria has updated its scooter specification regulations. In line with Tasmania, a 45 kg weight limit has been introduced. Australia, Queensland, ACT, NSW, and NT have a 60 kg limit, while SA and WA have a 25 kg limit. Harmonisation is not happening yet! Victoria has partially allowed seated e-scooters - but only those with footboards, such as the Lime example, top right. Other seated e-scooters will be reviewed in 2025. The other three shown here are still illegal in Victoria - even though their lower centre of gravity and larger wheels make them more stable and safer - plus better for seniors, some people with disabilities and others who prefer the lower, more bike-like seated position. Victoria is the only state without a length restriction, which is a positive in allowing the most contemporary and safest standing scooters to be permitted. The new congestion rules for e-bikes! Despite their growing popularity, there are currently no regulations requiring e-bikes to pay the congestion tax. We can now observe why car lanes are being converted for e-bike use. The e-bike industry projects sales to reach 2.6 million units, with the market expected to hit $7.2 billion by 2030. Now is the time for them to apply DMV rules, such as registration, plates, inspections, and insurance and paying for parking at the muni meter.
