Direct care providers in the State of Florida have and continue to provide the concentration of support services neccessary to care for intellectually disabled and aging adults, and historically have been under paid. In comparison to other states, Florida 's waiver program falls woefully short. This direction has created an environment for neglect. Direct care providers are the last lifeline for this population.
