For all its problems I still believe that Europe is the sanest space on the planet by quite a margin, and so it is interesting to see a Eurocentric perspective on a 2024 where geopolitics seems to be on the cusp of great change. Angela Merkel said during the first Trump presidency that as it could no longer necessarily rely on the United States to protect it, Europe would have to take its destiny into its own hands. It needs to, whether or not there is a second Trump presidency, but were there to be, it might act as a catalyst to accelerate European strategic autonomy. Imagine for example if the US was to leave NATO as Trump so often apparently threatened? The same circumstances might also lead the U.K., under a new government, to acknowledge a new urgency in rebuilding its relationship with the EU. Whoever is elected in the US the idea that the U.K. could rely on its relationship with the US and the fabled trade deal has been shown to be the fantasy it always was.

Whilst the ‘whole-of-nation’ approach is not new on the global stage, it is still a relatively new concept in Australian international policy circles. Amidst global challenges that demand more than just government action, it is also becoming increasingly vital. Unlike the familiar whole-of-government strategy, the ‘whole-of-nation’ approach includes a broader coalition, encompassing public sector agencies and actors from science, sports, arts, industry, civil society and more. But what are the nuances of this approach, and what potential does it hold for Australia on the global stage? This movement, often referred to as ‘NatCon’, is defined by its criticism of neo-liberal globalisation, its rejection of the liberal international order and its adoption of an illiberal vision of democracy. The analysis, written by Maya Kandel, an expert on U.S. foreign policy, explores the origins of the movement, its key figures, and its core ideas, particularly regarding foreign policy. Kandel highlights both the areas of agreement and divergence within the different nationalist factions, focusing on key issues such as military interventionism, relations with China, and support for Ukraine.
