FSD Kenya, in partnership with The National Treasury and Economic Planning, Agusto & Co., The Capital Markets Authority, ADA Consortium, and the Nairobi Securities Exchange, conducted an assessment on the potential for 10 counties to access the green finance market. The assessment aimed to support the development of an inclusive green finance ecosystem in Kenya and evaluate four key components in each county, economic and fiscal performance, credit risk, green asset availability, and green finance capabilities. The County Governments of Embu, Kirinyaga, Kisumu, Laikipia, Nairobi City, Makueni, Nandi, Taita-Taveta, Vihiga, and Wajir were assessed between November 2022 and May 2023, paving the way for green finance instruments such as county green bonds to generate resources for sustainable development. The re-appointment of Enoch Godongwana, as Minister of Finance, and David Masondo as Deputy Minister of Finance, is an important signal that the Government of National Unity will continue to implement fiscal policies aimed at maintaining responsible, sustainable spending on social and economic infrastructure and reducing national debt. The appointment of Ashor Sarupen, as an additional Deputy Finance Minister, will increase the capacity of a team that has the vital task of restoring South Africa’s fiscal health and bolstering inclusive economic growth, the only way to tackle the unemployment, poverty and inequality that threatens social stability in the country. Development in counties in Kenya is still a possible feat despite the limited allocation. 1) Counties should consider working closely with the national goverment to host flagship projects relating to the non devolved functions of the government 2) Partnering with private capital to attract more private sector investments in the counties 3) Find a way of allocating more of the Own Source Revenue to development projects and use the equitable share more for the recurrent expenditure see full discussion on https://lnkd.in/eW9PBXGE

The only way to fix the current issues facing Kenya in regards to high cost of living, unemployment, high crime rate, immigrating human resources, a failing health care system and a broken education ecosystem is by the government of Kenya: 1. Showing true fidelity to the rule of law and to the Constitution 2. Creating an enabling environment for job creators to grow and investors to thrive 3. Appointing credible Cabinet Secretaries 4. Focusing and investing in manufacturing and production 5. Conversion of the Hustler fund into a credit guarantee scheme for Kenyan banks to enable them lend at sustainable affordable rates for SMEs 6. Address corruption by ensuring all those mentioned in corrupt deals are jailed for life 7. Implementing the Constitution fully 8. Auditing the nations debt and using this moment to reorganise payments that are people friendly 9. Focusing on manufacturing, production and agro processing to ensure that we rebalanced our trade deficit account and help grow our exports, hence creating a sense of self sustainability and in the process strengthen the KES against major currencies. 10. Respecting other arms of Government 11. Respecting court orders 12. Appointment of a better and more qualified Attorney General 13. Disbanding the PSC and having new people to ensure sustainable reforms in the civil service by ensuring that hiring and appointments are done on merit and not political affiliation or tribe. 14. Suspending the Finance Act 2023/24 and passing a people friendly one. 15. Implementing the Ndungu land report 16. Reforming the police force 17. Ensuring all public infrastructure development programmes are given to local engineers and their businesses. 18. Construction of the express way from Mombasa to Malaba. This will open up more business especially in the agricultural sector. 19. Mending relationships with Uganda, Tanzania and Rwanda 20. Setting a critical no of foreign trips any elected leader or government official can travel.

Progress on Fiscal Decentralization in Zambia 🇿🇲 The Zambia Government has prioritised decentralisation as a major driver for attaining development, reducing poverty and supporting job creation through citizen engagement and participation at the local level. In an effort to decentralize the operations of government services to subnational level, the Government of the Republic of Zambia has devolved eight (8) functions of Central Government to Local Authorities (LAs). As a result of devolution of functions to the LAs and increased allocation of Constituency Development Fund (CDF), more funding has been allocated to LAs and therefore there is need for prudent financial management. In view of the above, the Treasury in collaboration with other stakeholders has revised the Local Authorities Accounting and Financial Procedure Manual (LAAFPM) and updated the chart of accounts which provides easy classification and coding of financial transactions to guide Local Authorities on Budgeting and Financial Management. It is therefore expected that the revised accounting manual will encourage adherence to financial regulations, improve transparency, enhance reporting accuracy and align with current relevant accounting standards in order to ensure fiscal responsibility, compliance, efficient and effective financial management in LAs. #PublicFinancialManagement #FiscalDecentralization #LAAFPM #Decentralization_by_Devoluation
