PUBLIC PROCUREMENT - AN IMPORTANT STEP FORWARD? Speak to most architects and they will say that public procurement in Scotland is broken or at best dysfunctional, which stresses the construction industry, introducing risk. I therefore welcome the Scottish Government's publication of the Graduated Pricing Mechanism or GPM for short. I think it can help to resolve many of those ills. I think it is a big step forward. For some time I have been contributing to the Construction Leadership Forum’s Sustainable Pricing Sub-working Group liaising with partners across the industry in both the public and private sectors. From those discussions it is clear that the Graduated Pricing Mechanism (GPM) has the broad backing of the professions and the wider construction industry, and that there is a desire for it to move rapidly from guidance to roll out across projects. It was a privilege to attend The Chartered Institute of Building (CIOB) Industrialized Construction Stakeholder Roundtable at Anglia Ruskin University, Chelmsford, where I had the opportunity to learn from industry experts about the current challenges facing the construction industry. Mark Tree opened the meeting by emphasizing the importance of the roundtable discussion on industrialized construction. Saul Humphrey 🌍 discussed the delivery of sustainable solutions in construction, emphasizing how the industry lags in reducing carbon emissions compared to the progress needed to meet sustainability targets. Dr Joseph K. Ofori-Kuragu discussed the challenges in adopting offsite construction, explaining why a theoretically viable approach has not gained widespread use. He highlighted factors such as offsite construction’s reputation for poor performance, high entry costs, and product pricing, among other barriers Paul Inch delivered an insightful lecture, using the Rubik's cube as an analogy to illustrate the complexity of both on-site and off-site construction. He explained that new solutions cannot be applied in isolation, as the various aspects are intricately interconnected and must be addressed collectively—just like solving a Rubik’s cube, where the entire puzzle must be worked on simultaneously. He discussed the limitations imposed on construction by the Building Safety Act. He also provided more clarity to my question about IP in off-site construction. Dr Christian Henjewele suggested that adopting a new business model could be a potential solution to the limitations in construction. During the course of the event, I was opportuned to meet Kevin Timms, a lawyer and alumus of Anglia Ruskin University, Osereimen Akhilele, Olalekan Oshodi, Hussein Ibrahim, and Sayma S. It was an insightful event that provided an excellent opportunity to engage with professionals from various fields and connect with students and lecturers.
