NEW from reporters Sam Stecklow & Farrah Anderson: Since its creation in 2007, the Urbana Civilian Police Review Board (CPRB) has been severely limited in how it can hear complaints of police misconduct and effect change toward greater police oversight. Namely: the CPRB cannot even hear a complaint until after the Urbana police has done it's own departmental investigation AND the complainant has filed an appeal. Yet few complaints are appealed, meaning that the board rarely has the ability to start a review. Additionally, the board cannot conduct it's own investigation into the allegations and complainants must be a first-hand eye or ear witness to the incident. Experts say that CPRB could provide reform, but only if significant changes are implemented, which the city seems reluctant to do despite pushes for reform - including a 2020 petition from residents.
