We need to rebuild the #Nigerian #Police #Force from first principles, with a structure that is fit-for-purpose and appropriately devolved, albeit along a consolidated matrix that ensures that every single community is keyed-in right from the grassroots. Information and intelligence should be available 24/7 across-the-board and the EFCC/ICPC duplicity should be ended, with their absorption into units such as CID, Financial Fraud units, with a resurgence of elite MOPOL units to deal with internal security with ruthless efficiency. The military is designed to contain external aggression and has no place in the civil space, hence the operational security dysfunction currently experienced nationwide. https://lnkd.in/dMEgq99Q

AACS Fortnightly (Mondays) 15th January 2024 From the Chairman’s Desk, The Imperative for Sub National Policing In AACS's https://t.ly/pMjKF six-point agenda for economic revitalization, security was a key point and was described as 'the whale in the room'. The economic prosperity of all nations is founded upon the security of lives and property, which is the core of the government. This is why the government must expedite its efforts on security by passing a bill to institute a subnational police force, whether it be for state or local governments. To expect the 372,000-strong Nigerian police force to secure 220 million people in a nation that hosts deadly terrorist groups and destructive bandits may be a bridge too far. Insecurity has emptied farms, decimated communities , made highways unsafe, significantly reduced productive time in the economy, and drastically reduced the nation's attractiveness to foreign investors, despite the efforts of the government.The answer cannot be found in Tucson jets and other sophisticated equipment, but rather in intelligence gathering and the local knowledge available to community members to understand the people in their communities and how to stop the activity of vandals and criminals. It's unrealistic to use a standard of about 3 officers to two thousand people as presently is the case in Nigeria. In Europe, Germany and France employ a police officer for 315 and 293 people respectively, while in the UK, government employs an officer for 449 people. The US averages 2.4 police officers per 1000 people, and this varies significantly upward in dense areas. This is also in a country where citizens are licensed to carry firearms to protect themselves. The bold attempt by the government to tackle insecurity is commendable. (N3.25 trillion was budgeted for this fiscal year) but now there is a need to use legislation to improve things through the state police. There are ongoing fears about the abuse and negative use of the subnational police by state governments, but these fears can be mitigated by proper legislation, recruitment policies, and clear functions that could exclude political activities. The efforts and reforms of the government will only thrive significantly in an atmosphere of good security. Establishing subnational police units is key to this. Even The United Nations recommends one police officer for every 450 citizens. While challenges exist in implementing community policing effectively, its potential benefits for building safer, more vibrant communities in Nigeria are undeniable. By fostering trust, collaboration, and proactive problem-solving, community policing can pave the way for a more secure and just future for all Nigerians. ✓Enhanced trust and cooperation /Breaking down barriers: Traditional policing methods have continually created distance and distrust between communities and the police. Community policing can be used to foster positive interactions, building trust and encouraging cooperation in crime prevention and reporting. ✓Proactive problem-solving: By understanding local concerns and working with residents, community policing can address underlying issues that contribute to crime, like unemployment etc., leading to better prevention strategies. ✓Local knowledge: Officers familiar with the community can leverage their knowledge of people and places to gather intelligence, respond to incidents quicker, and apprehend criminals more effectively. ✓Stronger community bonds/Synergy: Community policing encourages collaborations whereby residents can take ownership of their safety and work together with the police, strengthening social cohesion and building a more resilient community. ✓Improved police accountability/stewardship: Closer relationships with the community make police more accountable to their actions, encouraging ethical conduct and building trust. I've been following this story since I first learned about it last October. While I don't post much about international policing, it is a topic that I've been interested in for decades. ✅ Kenyan police in Haiti will be joined by police from the Bahamas, Bangladesh, Barbados, Benin, Chad and Jamaica for a total of 2,500 officers. ✅ The deployment comes nearly four months after gangs launched coordinated attacks, targeting key government infrastructure in Haiti’s capital and beyond. Missions in Haiti, an Oklahoma-based nonprofit founded in 2000, said Davy and Natalie Lloyd and a third person were killed in Port-au-Prince by armed men on Thursday evening.
