TWO BIGGEST REFORM FOR ATMANIRBHARTA DAC in addition to clearing one of the largest Capital Acquisition Proposal of Rs 2.23 lakh crore with 98% procurement from domestic industry, has taken two historic decisions that would support atmanirbharta and enhance participation of start ups and MSMEs. 1. Reform in Procurement under IDDM (Indigenously Designed Developed and Manufactured) Category (a) Minimum 50% of indigenous content shall be in the form of material, components & software that are manufactured in India (b) For the purpose of calculation of Indigenous content, cost of Annual Maintenance Contract (AMC)/Comprehensive Maintenance Contract (CMC)/After Sale Service shall be excluded. 2. Waiver of Financial Parameters for registered Start ups and MSMEs. For all procurement cases with AoN cost upto Rs 300 crore, registered MSMEs and recognised start-ups will be considered for issue of Request for Proposal (RFP) without any stipulation of financial parameters, which can further be relaxed with approval of Defence Procurement Board (DPB) for AoN cost upto Rs 500 crore on case-to-case basis These reforms are for Ministry of Defence. It is important that all Ministries including Ministry of Civil Aviation formulate similar Atmanirbharta policies and Initiatives. MP-IDSA Hindustan Aeronautics Limited

India's Defence Sector: A Booming Opportunity for Growth The Indian defence sector is one of the most promising sectors in the country, with the government aiming to increase domestic defence production from 54% in 2019 to 75% by 2024. This presents a significant opportunity for both domestic and foreign companies to invest in the sector. There are a number of factors driving the growth of the Indian defence sector, including: Increasing defence budget: The Indian government has been increasing its defence budget in recent years, in order to modernize its armed forces and meet the challenges of a complex security environment. Focus on indigenization: The government is also focusing on indigenization of defence equipment, in order to reduce dependence on foreign imports and boost domestic manufacturing. Growing export potential: India is looking to become a major exporter of defence equipment, and has set a target of achieving defence exports of $5 billion by 2025. The Indian defence sector offers a number of opportunities for companies, including: Manufacturing of defence equipment: There is a demand for a wide range of defence equipment in India, including aircraft, missiles, warships, armored vehicles, and ammunition. Maintenance, repair, and overhaul (MRO) of defence equipment: The Indian armed forces have a large inventory of defence equipment, which needs to be maintained, repaired, and overhauled on a regular basis. Research and development: The government is encouraging investment in research and development of new defence technologies. The government has launched a number of initiatives to promote investment in the defence sector, including: Make in India: The Make in India initiative aims to promote domestic manufacturing of defence equipment. Defence Industrial Corridors: The government has established two Defence Industrial Corridors, in Uttar Pradesh and Tamil Nadu, to provide infrastructure and other facilities to defence companies. Simplified procurement procedures: The government has simplified the procurement procedures for defence equipment, in order to make it easier for companies to do business in India. Overall, the Indian defence sector is a rapidly growing sector with a number of attractive investment opportunities. However, there are also a number of challenges that need to be addressed, such as the complex regulatory environment and the long lead times for defence projects

While we acknowledge the strategic intent behind the 2024-25 Australian Defence funding, it’s hard to overlook certain areas of concern. The allocation, though substantial, seems to overlook key areas that require urgent attention. It lacks new initiatives for the ADF, focusing on previously announced generational investments. This means the ADF will continue to receive significant funding, but the budget offers no new strategic directions or initiatives. The spending increases for New Zealand Ministry of Defence and New Zealand Defence Force are welcome amid a wider environment of public sector cut backs. However, this needs to the be the first of many steps to modernise the NZDF. The focus is rightly on more pay for uniformed personnel to reduce attrition and improve recruitment and retention, which is an essential part of capability. There is also money for four new projects that are already in the pipeline that will offer an increase in capability with little in the way of cost. The Royal New Zealand Air Force NH90 upgrade will add navigation and communications systems, new military operational vehicles will replace NZ Army unarmoured logistics trucks, the Data Fusion System will provide a more coherent picture of the maritime domain for and the digital upgrade will improve the NZDF's classified environment. However, there is no indication that defence spending will increase overall as a percentage of GDP. The Defence Capability Plan due in June 2024 will give a better view of the direction of travel for defence under the coalition government. Especially the need for new ships for Royal New Zealand Navy https://lnkd.in/dc7q--5Q Thanks Peter Greener from Victoria University of Wellington Centre for Strategic Studies for additional insight. #newzealand

General Counsel and Commercial Director | Safeguarding Your Success: Simplifying Legal and Tendering Complexities for Enhanced Business Protection
Exciting times ahead for Australia’s defence landscape! The Albanese Government’s new National Defence Strategy and Integrated Investment Program aims to revolutionise the ADF with an increased investment of $330 billion over the next decade. This strategic pivot hopes to strengthen our national security and promises significant economic growth and job creation. A note of caution, as we embrace the new National Defence Strategy (NDS) and Integrated Investment Program (IIP). It’s crucial to temper our expectations with lessons from the past. While ambitious plans promise a transformative path for the Australian Defence Force (ADF), history reminds us that the journey is often complex and iterative. The implementation of defence strategies is a long-term endeavor. It requires patience and sustained commitment to see the fruits of such extensive planning. Flexibility is key. As global dynamics evolve, so must our strategies. Past implementations have shown the need for continuous adaptation to maintain relevance. Incremental progress is more realistic than overnight success. Each step forward in capability development and force integration is a victory worth acknowledging. Achieving strategic goals is a collective effort. It involves not just the ADF, but also government, industry, and international partners. #DefenceStrategy #AIC #DefenceIndustry #Innovation #ADFCapability #NationalSecurity
