The Draghi report published today calls for accelerating the speed of EU work by increasing the use of QMV in the Council. Efficient decision-making is needed but QMV on the wrong issues risks undermining legitimacy. The debate needs to be nuanced. A 2015 QMV decision harmed EU legitimacy in Central Europe – as I analyzed in a piece for the JCMS journal - https://lnkd.in/er-77ADJ . But of course, the EU also needs to deliver otherwise it will lose its raison d’être.
