Tomorrow (and Thursday) sees the annual ARCO (Associated Retirement Community Operators) conference, this year aptly titled 'What Next 2024'. The title of this was announced before we knew that day 2 would coincide with the general election so it is very relevant. There have been a lot of posts speaking encouragingly about what a change to government may bring, indeed that is part of the workshop that I will be jointly presenting on day 2 with ARCO's very own James Lloyd. However, as someone who has been involved in the day to day planning system for longer than I care to remember at times trying to deliver IRCs as they are now referenced (in my time we have called them lifestyle villages, retirement villages, CCRCs, and extra care developments) can we really expect central government to deliver what is needed to boost delivery, and for that to filter down to local governments so that our jobs are all that easier day to day? Even if that were to happen will it be a priority from day 1 or 100? I would love to have absolute confidence that after all this time the answer is an absolute yes, but perhaps with each passing day I have become jaded as I still lack the belief that they will deliver meaningful change to compel local government to proactively plan for this sector. The bigger votes appear to be on custom/self-build, first time ownership and affordable housing. All the talk of 300,000 (or even 550,000 homes a year) to address the housing crisis but if you built the 50,000 specialist homes a year that would free up the housing market from the other end just as effectively, perhaps even more. Is the problem that too many in central government just don't get the sector or don't have the personal experiences to want to be supportive? Let's wait and see and hope that I am wrong and for once all the rhetoric will come true. There are so many positive reports out there identifying the benefits it should be obvious to all that this is a great sector to support and encourage greater delivery.
