Mental health and substance use disorder care have long been out of reach for many Americans—a challenge more than half of U.S. governors from both sides of the aisle focused on in their 2024 State of the State addresses. "Our state is filled with capable [mental health] professionals who care about getting Iowans the support they need," Iowa Governor Kim Reynolds (R) said. But their ability to help is "short-changed by a fractured system." Maine Governor Janet Mills (D) pointed to one solution: Establishing "a network of crisis receiving centers across Maine so that any person suffering a mental health crisis can get prompt and appropriate care, instead of being alone or languishing in an emergency department or a jail, as is too often the case."
