RAAC in schools has made the headlines. But let's not pretend that RAAC isn't a big issue for the private sector too. And while it was mainly used for flat roofs, it was also used for walls, floors and cladding in small public sector buildings from the 1950s to the 1990s. As a reminder: RAAC installed pre-1980 is now past its expected service life and can collapse with little or no notice. So if you're facing a RAAC issue here's how to begin solving it.

Like the age-old proverb from Benjamin Franklin states: "An ounce of prevention is worth a pound of cure." Unfortunately, most of us get stuck in the reactive mode and only focus on the pressing needs. Unfortunately, being reactive quickly eats up maintenance budgets at an accelerated rate, leaving us short on budget and making us deffer maintenance, further exacerbating the issues. It's a vicious cycle that slowly takes us deeper into a hole. We need to change our focus from reactive to proactive and take care of our maintenance needs before they become a serious, and very expensive, problem.

I remember the old fire precautions workplace regulations school assessments, the roll out of the fire safety order in 2005/6 and the confusion and concerns with school Head teachers becoming the responsible person with the 39 “must ” duties aligned to the RP Duty. Fast forward nearly 20 years schools in general have far better fire safety management and controls with better levels of fire detection, better training and increased physical protection with fire doors/protected routes. Themed findings from School Fire Risk Assessments include issues with cooker hood cleaning schedule and TR19 cooker hood extraction service, still some issues with excessive coats/bag/displays in corridors/means of escape, lack of local fire door inspections, stage 2 action plans outstanding, lack of lettings fire induction and agreed maximum numbers. Also the lack of fire safety information for the fire and rescue service on emergency call out re: site plan/hazards/asbestos/gas cylinders/radiation

What evidence and assurance do you have that the school buildings are legally compliant? 3. What systems are in place for the selection and management of contractors? Would you be able to present this information in the event of any potential enforcement investigation? (Think about permit to work and construction phase plans/contractor risk assessments being reviewed). 4. Do you have an Estates Management System? Is it only based on the school health and safety policy? 5. What mechanisms do you use to ensure that your premises teams remain fully knowledgeable about the latest developments within the area of health safety and school estates management?
