Special Education starts with eligibility. The federal law has 13 disability categories. Justin- YOU ARE SPOT ON !!! Your testimony is EVERYTHING ! It is so important. Your care in a congregate care institutional facility would cost $350,000.00 a year AND the facility would also get $954.00 per month per resident for “Housing Assistance” or GRH Group Residental Housing (or whatever the have named it now) - for Room & Board. You would NEVER leave the institutional facility for concerts or sports games or any community activities. The facility would cite “lack of staff” no matter WHAT is written in your community support plan CSP goals. The life you have built as you know it would not exist in congregate care (group home, adult foster care home, Community Residential Service Facility). This is not speculation. Your testimony is accurate and truth. The State of Minnesota needs to hear you, heed your words, and make significant changes that meet YOU & other Minnesotans needs. The ADA integration MANDATE - is not a suggestion- IT IS A MANDATE. Why will we give $400,000.00 a year for horrendous care - but not for you to live independently, where you choose, with whom you choose, or alone, with the staff you choose to provide your care ? I vote we fund YOU and not the segregated congregate “care” institutions.

Across the U.S., hundreds of thousands of children, adolescents and young adults with physical or intellectual disabilities are waiting for state-covered services. Right now, legislative committees are considering proposals for increasing funding. But even with more funds, it could take years to eliminate the state’s waiting lists for critical day programs, employment assistance and home care designed to foster independence and work skills. In Minnesota, the waiting lists are also much to long. And agencies struggle to attract and retain needed caregivers to support the demand for care. This is important. In 2024, the CDCS budgets for Elderly Waiver were raised to matched the cost limits for the traditional Elderly Waiver option. It’s time for the CDCS budgets for disability waivers to also be comparable.
