It's because technology is advancing so fast that they were going to be obsolete (not quite obsolete but not the optimum product wanted. They're racing China to the finish line) before they were built. The procurement process is what's holding it up. It's so slow and outdated that it's causing delays. They want to make sure that the program includes the emerging technologies.

The planned new kind of engine was find out to cost vastly more than predicted

Hopefully these are not sunk cost. Hopefully they gained a lot of technical knowledge with that program.

Unmanned is moving faster than NGAD and they should stop to reconcile the capabilities with what CCA will bring.
