How many times have we have heard #Africa is the “next” big thing? The true is that we might have to consider the term “next”, as the continent as whole and some of its subject-matter champion countries have already a big say in shaping our #Present and a decisive role in creating the #Future. I wonder if there shouldn’t be a discussion on if the “western world” is creating the right incentives for sustainable change in Global south areas such as Africa. Are we really teaching african people and organisations “how to fish” or just “fishing” (or only providing the fishing stick) for them, only to feel ok because of achieving one’s KPIs or political gains? That is an interesting question that all relevant stakeholders to the multilateral system should consider in fora such as the next UN General Assembly this September, in particular the SUMMIT OF THE FUTURE. https://lnkd.in/dJP4k5Jg [this one will be particularly interesting to #artificialintelligence aficionados, because of the efforsts for a #GlobalDigitalCompact with provisions on how to shape the use of AI systems]
To boost economic growth, Africa must invest in better skills for better jobs. By 2050, Africa’s working-age population will double. Education levels are rising, but most workers still have low-quality, informal jobs due to skill gaps and a lack of quality employment. Over 80% of African young people aim for high-skilled jobs, but only 8% find them. Skill shortages in key sectors, such as agrifood, renewable energies and mining, hinder private investment, perpetuating economic informality. Let’s get back to work. After a much-needed time off to slow down and find the necessary headspace to think about the future, it’s now time to calmly resume work life. While embracing new challenges and opportunities, both in professional and academic terms, I will keep “fighting” for long-time passions, such as the importance of Govtech for our economies and life as a community by improving how public services are delivered. You probably know better, but as we grow we tend to have a better grasp of what we want and aspire in life. In my case, I think I got a bit closer to it in the past couple of years. However, there is so much work still to be done, books to read, experiences to live that we can’t foresee every aspect of our life in advance. And that is the true magic. One good thing about getting older is that we also started valuing quality over quantity too. That is why this time around I’ll try to not go all over the place here, narrowing down the topics to “focus” on. So, expect that this will be a space for sharing "food for thought" content and championing ideas and projects I believe are worth spreading and will add value to my network here on LinkedIn. A aproveitar as férias (que estão a acabar!) para ler os livros de Luís Paixão Martins de seguida. Este, sobre um tema e um termo que muita “comichão” faz no meio politico-mediático hoje em dia. Trata-se de uma transposição para a língua portuguesa de um dos livros fundadores da prática de assessoria de comunicação política. Deve o nome “propaganda” para transmitir a “arte e ciência” da prática e ferramentas de comunicação e marketing político então disponíveis - livro escrito na primeira parte do séc. XX.. onde ainda não existia o PC, a internet, as Redes Sociais, o Mobile, etc… -. O nome sofreu uma transformação surpreendente no seu sentido: de uma conotação positiva, criada na área religiosa para “propagar” uma ideia do “bem”, passou, na voz e escrita de muitos líderes (foca-se nos EUA), a ser utilizada para transmitir o “mal”, que as ideias adversários ou opositores não eram mais do que jogadas de marketing e comunicação, pouco interessando o mérito do conteúdo em si. Passou-se da “substância sobre a forma”, para a “forma sobre a substância”. O que na economia/negócios seria visto como uma “estratégia de marketing” genial num contexto concorrencial, na política, a mesma estratégia de valorização e influência de uma ideia/posição, eram vistas como “práticas de propaganda barata” para persuadir ou ludibriar, no sentido negativo. E é incontornável não fazer paralelismos com a realidade atual, onde a comunicação é uma ferramenta cada vez mais poderosa, que requer conhecimento científico e uma dose elevada de empirismo e sensibilidade, que justifica a profissionalização desta área do Marketing. Aconselho vivamente!

PRR: A DGAE reúne com o Bairro Comercial Digital de Oliveira do Bairro A Direção-Geral das Atividades Económicas (DGAE) reuniu, no dia 20 de maio, com os responsáveis do Bairro Comercial Digital de Oliveira do Bairro: o Município de Oliveira do Bairro e a ACIB Bairrada. Financiado pelo PRR, este projeto viu aprovado um investimento de 750.000 €, com o intuito de dinamizar a zona central da cidade, dando-lhe uma dinâmica suportada nas novas tecnologias e na digitalização da experiência de consumo. A zona abrangida pela operação contempla um total de 140 estabelecimentos: 71 do setor comercial, 8 do setor HORECA e 61 do setor de serviços.

In Brussels and beyond, many people are concerned about the slow build-up of the #AIOffice. On 11 April and according to Rule 138 (https://lnkd.in/eYBBBKD3), Axel Voss, Svenja Hahn, and Kim van Sparrentak submitted #priority #questions to the European Commission, asking for more #transparency with regard to the selection procedure for as well as the profile of the – to be designated - director of the #AIOffice (https://lnkd.in/eGVRNAg3). Yet, even two weeks after the deadline (9 May) has passed, the parliamentarians have still not received a reply. To fill this void and to trigger a public discussion, I teamed up with two leading AI governance experts: Philipp Hacker and Sebastian Hallensleben. Together, we consulted civil society, academics and companies and put on paper a vision for the #AIOffice with concrete actions that we would recommend for the European Commission to consider. We believe that the #AIOffice has huge potential and could - over time - even develop into a powerful & independent 'Digital Implementation & Enforcement Agency'. Becoming an EU success story will however require that the usual modus operandi of the #EU’s executive arm is changed significantly. In our piece, we single out in particular the following four areas: 1️⃣ strong leadership combined with a comprehensive structure, 2️⃣ a hiring process that targets the best AI talents, 3️⃣ the introduction of agile work methods, and 4️⃣ more transparency and accessibility. Um livro sobre a profissão de “Relações Públicas” (o autor chama-lhe “conselho de comunicação”), que retrata a evolução do papel de um elemento pivot entre um ator (ou organização colectiva) interessado/a em se dar a conhecer aos Meios que podem propagar essa mensagem, agora a “narrativa”, os Media, e o que isso significa em termos de impacto no seu público-alvo, sejam eleitores, cidadãos ou consumidores. A profissão, também conhecida por “Assuntos Públicos” (“Public Affairs”), por “Relações Externas” (“External Affairs”), ou ainda por “Relações Corporativas” (“Corporate Relations”), tem evoluído de uma forma em que era só possível pela “magia” de alguns com “connects”, para uma atividade profissional estruturada, com processos e estratégia, que enfrenta desafios cada vez maiores, nomeadamente numa era em que o público-alvo passou ele também a ser parceiro ou adversário (sendo “jornalistas”, “influenciadores” ou “gatekeepers” da própria informação, narrativa digo. Mais do que um livro sobre o processo eleitoral em Portugal, trata-se de um livro de práticas sobre o papel do Marketing, com um “insider view” que torna este processo de aprendizagem interessante.
