The Emergency Management Performance Grant (EMPG) is one of the prime examples of cooperative "shared governance" in emergency management (see May and Williams 1986). Programs like this are intended to promote a better intergovernmental emergency management system. Yes, there continue to be opportunities for improvement with this program, especially when considering the balance between state and local share in some areas of the US. Re-baselining the program at $455 million in FY25 is the right thing to do to support states and locals build capacity for the expanding set of hazards and threats they face today. #EmergencyManagement International Association of Emergency Managers

As part of my M.S. in Political Science, I studied emergency management, and it always surprises me that much of Northern Michigan has outdated plans for the what ifs we face today. Every county needs an updated emergency management plan that aligns with current federal guidelines. This includes planning for all four phases of emergency management: Mitigation, Preparedness, Response, and Recovery. Using the National Response Framework and National Incident Management System, including the Incident Command System, counties up north must prepare for all possible emergency scenarios from natural disasters to the most heinous man made disasters. This also includes coordinating with local and state media and law enforcement. The residents and vistors to our beautiful northern area deserve the professionalism of modern government, which includes emergency management. Emergency management isn't "sexy" like new parks and tourist hot spots, but it can save lives when seconds are critical to survival. Otsego County had a tornado in 2022, and the housing market still has not recovered. Counties should invest more energy into emergency management. Full stop.
