In recent weeks, Dr. Peter Gleick, co-founder and Senior Fellow of the Pacific Institute, along with Senior Researcher Morgan Shimabuku, led an in-depth briefing for staff from USAID, the State Department, and The White House. This virtual session was attended by 85 staff members and centered on the Pacific Institute’s ongoing work on water conflicts. The briefing detailed the historical context of water conflicts over the past 4,000 years and elaborated on the three types of conflict: trigger, weapon, or casualty. It provided case examples, detailed causes of conflict, and discussed strategies for reducing the risk of water-related conflicts. The session underscored the crucial need to understand the drivers of water-related conflict, a first step in mitigating and preventing these events. For the first time ever, the Mid-Atlantic Voluntary Organizations Active in Disaster (DC, DE, MD, PA, VA, and WV) will have their own VOAD Conference. The conference theme is: 𝗨𝗻𝗱𝗲𝗿𝘀𝘁𝗮𝗻𝗱𝗶𝗻𝗴 𝘁𝗵𝗲 𝘀𝗰𝗶𝗲𝗻𝗰𝗲 𝗮𝗻𝗱 𝗲𝗳𝗳𝗲𝗰𝘁𝗶𝘃𝗲𝗹𝘆 𝗿𝗲𝘀𝗽𝗼𝗻𝗱𝗶𝗻𝗴 𝘁𝗼 𝘁𝗵𝗲 𝗶𝗻𝗰𝗿𝗲𝗮𝘀𝗶𝗻𝗴 𝗻𝘂𝗺𝗯𝗲𝗿 𝗼𝗳 𝗱𝗶𝘀𝗮𝘀𝘁𝗲𝗿𝘀. In 2003, in the wake of 9/11, I spoke to public safety leaders overseeing bridges, highways, and transit all along the East Coast. They were concerned about possible challenges and yes, threats to safety (someone had been arrested, charged, and convicted, for crawling under the historic Ben Franklin Bridge from Camden to Philly, taking pictures of the structures and systems). In thinking then about the optimal mindsets, and actions, necessary to meet new challenges, I came up with a new acronym- ARC. I told them they needed to develop and maximize their ADAPTIVE RESPONSE CAPACITIES. Both at the individual and collective organizational levels. Over ten years later, working with my friend and colleague Denise Easton, we further explored the DYNAMICS OF DISRUPTIVE EXPERIENCE. We noted how our lived experience shapes our expectations. When experiences in the moment are well beyond the limits of what we expect- and can confidently respond to- we noted that we get FLUXed. We must then use our ARC to analyze our Feelings; seek to Learn more; work to Understand the new and often complex dynamics. Finally, to eXplore new and promising ideas and options, acting without fear, and learning from both failure and success. Forever iterating the patterns of our ARC and improving our FLUXcapacity. #complexity #ARC #FLUXcapacity

A good example of an initiative to learn what we don’t know or can’t do as well as we would like for search and rescue…always better to understand before a real life situation arises, especially in many areas of the polar regions where the environment is particularly adverse, the infrastructure is sparse, and the chances of having an effective self rescue capability or being close to a vessel of opportunity is typically quite low.
