This is strong. It should act as a motivator for other gridlocked communities nationwide. It proves that the delays often experienced are unnecessary and avoidable. Time truly is money, and if affordable units can be realized due to reduced entitlement periods and hurdles versus subsidies, that’s a true win win. This is not a staff problem, it’s a process and policy problem. Staff is often expected to expedite or sidestep but not granted the necessary discretion to act. The solution must come top down, and Mayor Bass proves that. "As of early February, ED 1 has helped lay a pipeline of more than 16,150 affordable housing units across the city of Los Angeles, all without requiring any new funding, public subsidies, or tax credits, per a CalMatters analysis. That’s more than 2020, 2021, and 2022 combined, all by encouraging market-rate developers to do 100% affordable projects." These numbers have been achieved by allowing 100% affordable projects to bypass open space and parking standards, as well as waiving community meetings and other requirements in the development approval process.
