What is even an AI factory? It sounds like a mix of Data Centers and University research? It doesn't say anywhere how much computing power these "Factories" will have. And it doesn't seem like we will actually produce GPUs, what an AI factory should actually do. We need to produce GPUs domestically otherwise we will never have sovereign AI. The EU should deregulate AI, and create an ecosystem which allows the private sector to build cutting-edge AI infrastructure, vs a state-led "AI factory" - whatever this might be. And we should build 1 cluster where the greatest minds come together, vs spreading them out over 7 places, which is in itself a competitive disadvantage.
