Or they outsource the hiring process to an agency and then keep changing what they want after the agency has started the interview process… I went for a remote only job, but then the client told the agency they would only look at candidates in the same city as them, in case in future they move the role to an on-site one. They were still advertising that job 12 months later as for some reason they couldn’t get remote workers who would want to work on-site fulltime in the future. Yes, it did turn out to be a startup as well.

If you know what's good for you, you'll push back on this kind of thing. As one of my former supervisors used to say "It can't just be about putting bums in seats". Unless you are in a type of business that strategizes around turnover being the lesser of two evils, it never makes financial sense to rush this part.

I once saw an add that listed visual studio code as a programming skill. I talked with the HR manager and he told me "Are you looking down on me, this add is perfect" good riddance.
