Another crucial step for PPWR! Today, on December 18th, EU environment ministers are carefully reviewing the text approved by the European Parliament on November 22. Let's hope that the agreed-upon targets will remain strong and unchanged. ⚖ Recycling versus food safety ⚖ Recycling versus shelf life ⚖ Recycling versus competitiveness. The #packaging industry faces many dilemmas when switching to recyclable materials. These dilemmas are further fueled by the EU directive 2022/1616 which regulates the use of recycled materials in food packaging. In its current state, it almost exclusively allows the use of recycled PET, that is decontaminated using approved (suitable) technologies. However.........around three-quarters of plastic food packaging is made from other plastics (primarily polyethylene and polypropylene). 🔍 Opportunity & Feasibility Analysis of a Mixed Deposit System in France 🇫🇷 Reloop commissioned EY to consider the possible outcomes of three key pieces of legislation: ▶ The Anti-Waste and Circular Economy (AGEC) law in France 🇫🇷; ▶ The Single-Use Plastics Directive (SUPD) 🇪🇺; and ▶ The Packaging and Packaging Waste Regulation (PPWR) in Europe 🇪🇺. All three pieces of legislation are focused on reducing the environmental impact of packaging by increasing collection rates of packaging for recycling, as well as reducing packaging and developing reusable formats. The study focused on three scenarios: 1️⃣ : A mixed deposit return system, where both single-use and refillable beverage containers are included; and 2️⃣ & 3️⃣ :Two scenarios focused on deposit systems that only collect refillable containers The findings of the study are that a mixed deposit return system is the best path forward. Why? 🎯 It will increase the likelihood of achieving the necessary regulatory objectives laid out in the AGEC, SUPD and PPWR. ♻ It is the strongest option for accelerating the rollout of refillable beverage containers by 2026. 💰 It is more economically efficient, with estimated savings of €169m per year. 🛒 It will be better understood by consumers, leading to a greater acceptance of the system; and ❌ It limits any unfair advantage that single-use packaging could have in the market against reusable packaging. The study also confirmed that to achieve these benefits, there will need to be: ▶ significant logistical changes for beverage distributors, ▶ an adjustment to existing kerbside collection systems, ▶ the adoption of new behaviours by consumers. Straight from the source • The agreement calls on the Commission to assess, three years following the entry into force of the regulation, the state of technological development of #BioBased plastic packaging and, on the basis of that assessment, to lay down sustainability requirements for bio-based content in plastic packaging. • The text sets new binding #Reuse targets for 2030 and indicative targets for 2040. The targets vary depending on the type of packaging used by operators: alcoholic and non‑alcoholic beverages (excluding wine and aromatised wines, milk and other highly perishable beverages), transport and sales packaging (excluding packaging used for dangerous goods or large-scale equipment and flexible packaging in direct contact with food) and grouped packaging.
