Olympics and Paralympics: why should we believe the promises of positive legacy for host communities? With #Paris2024 about to start, stories emerge from Queensland that their bid included an a $1 billion upgrade of the Gabba stadium that was not supported by a business case. One of the problems with holding games organising committees (OCOG) to account for cost overruns and the legacies that remain (or not, like the legacy of cost blowouts), is that most OCOGs are rapped up within months of the event. Further, the past few events have seen political and social reshuffling that reduces the ability for post-event accountability of governments, bid committees and OCOGS (think Paris 2024 election, Beijing 2022 invasion of Ukraine, Tokyo 2020 COVID-19, Rio 2016 President impeached between events, Sochi 2014 invasion of Crimea...). Why should the voting public trust the budget estimates and legacy promises from those who bid for, and put on these wonderful events ? I attended the final Session of the Canadian Olympic Committee, before the #Paris2024 Olympics and Paralympics. We covered a great deal of ground: a new strategic plan; implications of the recent federal budget; the coming "Future of Sport in Canada Commission". The Paris Games will focus public attention on high performance sport. This increases the opportunity for the Olympic movement to make the case for sport as a public good, worthy of public support. It also heightens the urgency for sport institutions to put their houses in order, in protecting athlete rights, fostering greater inclusion, and improving governance. https://olympic.ca/ 🍁🏅

2024 BRICS Games The 2024 BRICS (Brazil, Russia, India, China and South Africa) Games will be held in Kazan on June 12-23 and will feature events in 20 different sports. In mid-May 2023, Russian President Vladimir Putin instructed the government to submit proposals for organizing and holding the 2024 BRICS Games in Russia. Oleg Matytsin, who served as the Russian sports minister at that time, emphasized later that the BRICS Games were not meant to rival any other competitions and would not interfere with the international sports calendar as well as with the IOC-approved calendar of events. In April, Russian Foreign Minister Sergey Lavrov paid an official visit to China, where he stated that the 2024 BRICS Games and the following World Friendship Games in Russia would be organized based on the principles enshrined by International Olympic Committee (IOC) Charter. 2024 World Friendship Games Moscow and Yekaterinburg in Russia’s Urals region are slated to co-host the 2024 World Friendship Games on September 15-29. In December 2023, the International Olympic Committee (IOC) cautioned National Olympic Committees (NOCs) against participating in the World Friendship Games in Russia next year, as this would violate the global Olympic body’s recommendations. Last November, WADA chief Banka warned that certain sanctions could be in place against international athletes willing to participate in the 2024 World Friendship Games. He said in particular that: "The possible participation in those competitions of those who are parties to the WADA Code, may have certain consequences." Remembering the 487 Ukrainian Athletes Killed since the Russian Invasion. As the sun rose over parliament this morning at 6am an installation was unveiled in Parliament Square to honour those athletes who have been killed since Russia's full scale invasion of Ukraine. The Minister of State for Europe Stephen Doughty MP, two Ukrainians - Kateryna Ishchenko, the mother of a young Olympic gymnast hopeful who had to flee Eastern Ukraine, Oksana Rakhara, a former Olympian Wrestler and Petro Rewko MBE, Chair of AUGB took part in this sad tragic event. As the global community unites this summer to celebrate and cheer on the world’s top sporting talent at the Paris Olympics, the UK government together with the National Olympic Committee of Ukraine and Sports Committee of Ukraine is paying tribute and honouring the 487 Ukrainian sporting heroes who have been killed since Russia launched its full-scale invasion of Ukraine in 2022. These athletes and coaches, some of whom have competed in or aspired to compete in the Olympics, will never have that chance again due to their untimely deaths. Many more have had to give up the hope of the Olympic dream due to life changing injuries or remaining in Ukraine defending its freedom and sovereignty. Sadly, the true toll on Ukraine’s sporting community is likely to be far greater than current figures show. If we act now, investing in military aid and working together, we can create a future where Ukraine is free from the threat posed by Putin’s Russia and returns to fighting for medals. As the world gathers this summer to celebrate the very best of sport, let us also come together to support Ukraine to end Russian aggression. The International Olympic Committee (IOC) has reported on the remarkable success of the Paris 2024 Olympic Games, highlighting unprecedented global engagement and positive impacts across various metrics. Record-Breaking Audience Engagement The Paris 2024 Olympics achieved unprecedented global reach and viewership: - Around 5 billion people, representing 84% of the potential global audience, followed the Games. - Viewers watched a total of 28.7 billion hours of footage, a 25% increase from previous Games. - On average, each viewer watched 9 hours of coverage, a 20% increase from the last Olympics. Digital and Social Media Impact The Games saw extraordinary digital engagement: - 412 billion engagements were generated from 270 million social media posts, a 290% increase compared to the previous Olympics. - The IOC's digital platforms and social handles generated 16.7 billion engagements, a 174% increase from the last Games. - Olympic athletes, National Olympic Committees, International Federations, and Organising Committees gained a combined 85 million new followers on their main social media handles. Public Perception and Relevance The Games resonated strongly with global audiences: - 78% of surveyed individuals believed the Olympic Games are more important than ever in a divided world. - 75% felt the IOC successfully brought the world together in peaceful competition. - The Olympic brand's relevance among Gen Z surpassed that of the general population, driven by inspiring athlete stories and social media buzz. Athlete and Spectator Experience The Games received high marks for participant and spectator satisfaction: - 95% of athletes rated their overall experience as good or satisfactory. - 85% of spectators rated their experience as "excellent" or "good" for ticketed events. - 95% gave positive ratings for free events, and 98% for the 'Marathon Pour Tous'. A New Era of Olympic Games IOC President Thomas Bach emphasised that Paris 2024 represented the "Olympic Games of a new era," aligning with the vision set out in Olympic Agenda 2020. The Games were characterised as more urban, youthful, sustainable, and inclusive, with full gender parity in athlete quota places. Economic Impact and Future Outlook The IOC reported a strong financial position: - Revenues for the 2021-24 period are projected to reach USD 7.6 billion. - The IOC plans to distribute USD 6.8 billion to the Olympic Movement, a 12% increase from the previous quadrennial. - USD 7.3 billion has already been secured for the 2025-28 period, with positive growth prospects. The success of Paris 2024 has set a high bar for future Olympic Games, demonstrating the enduring appeal and relevance of the Olympic Movement in a rapidly changing world.

While it's always fun and entertaining to see the world's greatest athletes converge in one city to compete and bring national pride, it's also interesting to see how cities/countries are becoming more reluctant to host global competitions. Even though the amount of revenue a global event could rake is appealing, it seems that host cities so often underestimate the expenditures, from bidding through completion: 2012's London events went over 75% the budget, while 2016's Rio events needed a $900 million bailout from the government. Qatar faced human rights controversies constructing their stadiums just to ensure they could accommodate competitions and fans visiting. It's no wonder 2023's FIBA and the upcoming 2026's FIFA World Cup preferred to have three countries to host simultaneously with Japan/Indonesia/Philippines and USA/Mexico/Canada respectively. #Olympics #WorldCup #GlobalCompetition #Economy #RevenueVsCosts

Poland’s Olympic Bid: a new player on the Olympic chessboard? Poland declared its intention to bid for the 2040 or 2044 Summer Olympics, it is also a calculated move in the grand geopolitical game, one that could reshape its relationships with European neighbors and Russia while reinforcing its position in the global balance of power. Mackinder’s theory, articulated over a century ago, posits that control of the "Heartland," a vast region encompassing much of Eastern Europe and Russia, is key to global dominance. Viewed through the lens of Halford Mackinder’s "Heartland Theory," Poland’s Olympic aspirations reveal a deeper strategy aimed at bolstering the influence of tellocracies—land-based powers like itself—against the maritime powers, or thalassocracies, such as the United Kingdom and the United States. By hosting the Games, Poland will foster its socio-cultural development and position itself as a leader in Central and Eastern Europe: in particular Germany, the Czech Republic, Slovakia, and the Baltic states. The potential to host the Olympics could also impact Poland’s complex relationship with Russia, the dominant power in the Heartland. Historically, Poland and Russia have had a fraught relationship, with periods of tension and conflicts. Russia can see this bid either as a challenge to its influence in Eastern Europe or as an opportunity to assert more independence of the Heartland. By framing the Games as a celebration of shared cultural and historical ties within the Heartland, Poland could attempt to reduce hostilities with Russia and promote a more cooperative relationship. Beyond its immediate region, Poland’s Olympic bid could have broader implications in the global balance of power. Mackinder’s theory highlights the perpetual struggle between tellocracies and thalassocracies—the latter being maritime powers like the United Kingdom and the United States, which have historically dominated global trade and military power through control of the seas. By using the global attention of the Olympics, Poland, and the Heartland, would also reduce the cultural pressure from the USA and demonstrate Poland, a conservative country, as a central figure in the continent’s cultural landscape. Poland’s bid to host the Olympics is far more than a sporting ambition; it is a strategic play in the geopolitical chessboard. By reinforcing its ties with European neighbors and carefully navigating its relationship with Russia, Poland has the opportunity to enhance its position within the tellocracies, potentially challenging the dominance of thalassocratic powers and their cultural agenda.
