FBR Streamlines Transit Trade with Azerbaijan A New Era of Trade Cooperation The Federal Board of Revenue (FBR) has recently issued new rules to facilitate Azerbaijan-Pakistan transit trade, aligning with the Pakistan-Azerbaijan Transit Trade Agreement (PATTA) 2024. This move aims to streamline cargo movement between the two nations through Pakistan's key ports. Key Provisions of the New Rules: User Registration: Foreign entities and organizations from Azerbaijan can register with Pakistan's Customs Computerized System (CCS) to facilitate electronic submission of necessary forms. Vehicle Regulations: Commercial vehicles involved in bilateral and transit trade must be licensed by both countries and carry valid permits for single round trips. Exemptions and Permits: Certain goods, such as humanitarian aid and postal services, are exempt from transport permits. Lightweight vehicles under 3.5 tons are also excluded. Levies and Scanning: The FBR will impose charges for administrative services, and containers will undergo selective scanning based on a Risk Management System. Penalties for Violations: Strict penalties will be imposed on those who violate customs regulations, including exclusion from transit trade activities. During the celebrations marking International Customs Day 2025 at the Integrated Customs Clearance Centre (ICCC), Junior Finance Minister Mr. Dhaneshwar Damry announced the launch of four new projects by the Mauritius Revenue Authority (MRA). Transit transportation through #Azerbaijan rose over 2.5-fold in 2019-2024 The volume of transit transportation through Azerbaijan has increased more than 2.5 times during 2019-2024, Shahmar Movsumov Head of the Department of Economic Affairs and Innovative Development Policy of the Presidential Administration and Assistant to the #Azerbaijani President, stated at the Customs-Business Forum held in #Baku. Movsumov noted that international transport corridors strengthen Azerbaijan's position as a transit country and create significant opportunities for business entities: "The increase in transit transportation is related to Azerbaijan's strengthening position in corridors such as North-South and Middle Corridor. Particularly, the efficiency of cargo transportation from China to Europe through the #MiddleCorridor has been increased, with transit time reduced to 8-10 days. These results have been achieved through consistent work in implementing electronic services. Operations that previously took days are now carried out within a few hours thanks to the use of the electronic customs system. These changes not only save time but also contribute to optimizing the work environment and making processes more transparent. There are possibilities further to reduce both transit time and declaration processing time. These opportunities should be explored and implemented by customs authorities and businesses." According to Movsumov, constructive bilateral cooperation between the private sector and state institutions can only be achieved through dialogue. He emphasized that the development of relations between customs and business has reached new heights under President Ilham Aliyev's attention and it will continue this way: "More favorable conditions have been created for local and foreign investors in simplifying customs procedures, implementing electronic services, and eliminating bureaucratic barriers. We are pleased to announce the successful conclusion of the bilateral Customs Systems Interconnectivity workshop between the Democratic Republic of Congo (DRC) and Zambia, held in Lusaka, Zambia from June 10 to14. This workshop brought together delegates from the Zambia Revenue Authority (ZRA), the Direction Générale des Douanes et Accises (DGDA), the Southern African Development Community (SADC Secretariat), the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and the World Customs Organisation (WCO) to enhance bilateral customs interconnectivity and electronic data exchange. The workshop brought together legal practitioners, IT technicians, and customs officers, from both the Zambia Revenue Authority (ZRA) and the DGDA, with technical advice from the WCO, to continue work on customs connectivity between the two SADC Member States. Key highlights included in-depth discussions on the Globally Networked Customs (GNC) approach, practical exercises in data mapping using the WCO Data Model, and joint efforts to develop a bilateral Customs Interconnectivity Utility Block. This initiative aims to streamline cross-border trade and addressing challenges at the Kasumbalesa border and beyond. The workshop was supported by the German Federal Ministry for Economic Cooperation and Development (BMZ) through the GIZ programme Cooperation for the Enhancement of SADC Regional Economic Integration (CESARE) and the Swedish Government through Sida for their invaluable support in making this workshop a success. We look forward to continuing the work on the implementation of the roadmap for enhanced customs interconnectivity to ensure more efficient and seamless trade operations between the DRC and Zambia.
