I recommend the story, but to summarize, the way the highways and freight rail cut this part of town off from the street grid concerns the city, vis-a-vis emergency services. There are currently two ways to drive into and out of the neighborhood: 44th Avenue across I-25; and the Fox Street, 38th Avenue, and Park Avenue intersection at the southern end of the “island.” Were a dense neighborhood to be built without new connective infrastructure, firefighters, police, and other first-responders worry they could not enter the neighborhood in their emergency vehicles to keep people and property safe. I have noticed some signs of settling or movement at the embankment of the bridge, which I believe could pose a potential safety hazard for the bridge users and the nearby residents. I have done some research on the internet and found some links that show the construction process and the design features of the bridge. Here are some of the links that I found: [New Riverside Bridge opens in Ozark]: This is a news article that reports the opening of the new bridge on November 7, 2020. It mentions that the bridge has two 12-foot lanes and a 10-foot-wide pedestrian and bike lane. It also states that the bridge is 11 feet higher than the old bridge, which means it is less prone to flooding. [Riverside Bridge Project]: This is a webpage that provides information about the project background, timeline, funding, and partners. It also has a video that shows the relocation of the old bridge to a nearby site next to the historic Ozark Mill. [Riverside Bridge Design]: This is a PDF document that shows the design drawings and specifications of the new bridge. It includes details such as the bridge geometry, cross-sections, elevations, foundations, abutments, piers, girders, deck, railings, lighting, and drainage. Based on these links, I have some questions and concerns about the bridge settling or movement. First of all, I wonder if the bridge has any expansion joints or other devices to accommodate thermal movements due to temperature changes or solar radiation. In 2023, The Vermont Legislature capped minimum parking requirements that municipalities can impose on new housing, state-wide, at 1 per dwelling unit in areas with water & sewer access and 1.5 per dwelling unit elsewhere. Meanwhile, in many communities very close to Boston, 2 to 1 minimum parking requirements still exist, driving up the costs to build and, in many cases, making it impossible to build on most infill lots where we should be incentivizing development. If Massachusetts is serious about addressing our housing shortage, we have to address the archaic and extreme minimum parking requirements placed on new development today.

Congratulations to the Chester Economic Development Authority, one of our esteemed #ThrivingCommunities. Through a collaborative effort with Delaware County and Pennsylvania DOT, their Reconnecting Communities and Neighborhoods grant application was selected for planning funds to undertake essential preliminary engineering and final design work. The focus of this project is to implement a road diet, traffic calming measures, and develop the East Coast Greenway along State Route 291. Currently, residents in Chester face numerous barriers that have isolated their community and created unsafe conditions when attempting to traverse the city. These barriers include multiple rail lines, I-95, and Pennsylvania State Route 291. Route 291, often referred to as Second Street or "a highway through a community", has posed challenges for Chester, a predominantly Black or African American city in Delaware County, southeastern Pennsylvania. Within a block of Route 291, nearly 40% of households in Chester do not have access to a vehicle, and 45% of these families are living below the poverty line. The proposed project aims to create opportunities for safe crossings over Route 291, facilitating access to recreational facilities and amenities along the Riverfront. These include the sports complex, the Riverwalk, Harrah's Casino, and Barry Bridge Park. By implementing these vital improvements, the project will significantly enhance the #qualityoflife for all residents, fostering a more equitable and inclusive community.
