Chesapeake Financial Shares Inc (OTCQX:CPKF)'s Chesapeake Bank was honored by the American Association of Retired Persons (AARP) for its steadfast efforts in combatting financial exploitation. On March 6, AARP revealed the recognition of Chesapeake Bank among a cohort of 166 banks, credit unions, and financial advisory firms bestowed with the prestigious BankSafe Trained Seal. For the seventh year in a row, USAA Federal Savings Bank took the top spot in American Banker's annual reputation survey. The San Antonio-based bank actually saw its marks improve among customers (or members, as the bank calls them) and non-customers alike. The improvement came despite a broader decline in the public's perceptions of banks amid a run of failures. I spoke with Paul Vincent, USAA Bank's president, about how he navigated the crisis this past spring and the bank's ability to improve its net interest margin at a time when interest rates have been on the rise and many banks have seen their profits squeezed. We also discussed regulatory developments around credit and debit swipe fees, the advent of instant payments and more. I recently joined American Bank’s Byron Bexley, Scotiabank’s Travis Machen, University of Chicago’s Randall Kroszner and Texas Department of Banking’s Charles Cooper for a roundtable discussion on the future of #banking crisis response. This conference, co-sponsored by the Federal Reserve Bank of Dallas and Federal Reserve Bank of Atlanta, focused on the role of financial institutions in how they provision liquidity amidst the larger backdrop of bank failures in the spring of 2023.  Speaking from the perspective of Frost’s story, we’ve been around for 156 years now and have solidified our reputation as a bank that values its relationships with its customers. Because of this, when we talk liquidity, we don’t see movement within our deposits during financial crises. Our customers trust us and are confident in our ability to bring positive impact – even during the most uncertain of times.  I often look back to previous Frost annual reports for inspiration and was recently impressed with our 1933 report, where former chairman J. H. Frost shared his opinion on the introduction of FDIC insurance and the negative precedent it creates within our industry. His perspective and clear display of integrity translated positively to our depositors during the Great Depression, resulting in an improved reputation during that difficult time in history.  I am troubled by the developing stigma around uninsured deposits at regional banks – it’s a bit of an iconoclastic view, but the regional banking model does not work on a fully insured deposit model. Instilling confidence within customer bases should be the priority because banks and communities cannot be built on scared money. We have got to be able to live in an environment with risk and ensure we have the liquidity and the capital to survive. Above all, a great relationship with your examiners, customers and stakeholders takes the lead in creating assurance within an institution. The past year and a half has been pivotal for the FDIC, with significant challenges from three of the four largest bank failures in U.S. history. These events have raised longstanding questions about bank runs and new ones about FDIC receivership funding. Notably, the Federal Reserve's discount window and bank liquidity rules came under scrutiny, especially in the case of Silicon Valley Bank (SVB). In response, the Federal Reserve is modernizing the discount window to make it more accessible and less stigmatized. In addition to addressing liquidity issues, the FDIC faced significant short-term liquidity demands during the failures of SVB, Signature Bank, and First Republic. The FDIC initially met these demands through Federal Reserve borrowings, prompting questions about contingency funding plans. Proposed solutions include incorporating discount window capacity into the Liquidity Coverage Ratio (LCR) and improving real-time data access to monitor deposit flows and manage liquidity stresses effectively.
