The baton pass is complete at the National Security Agency and U.S. Cyber Command Office of the Director of National Intelligence Avril D. Haines and Deputy Secretary of Defense Kathleen Hicks presided as Haugh assumed the NSA/CSS directorship. The command evolves as the threats evolve, Hicks said, and the people of the command must adapt to outpace adversaries and ensure the safety and reliability of the digital world. I am big fan of General Haugh. "In the 21st century security environment, you are the front lines," Hicks said. "Our competitors are looking to degrade our military advantage — to threaten our infrastructure, our information systems, and our industrial base." Absolutely true statements. General Haugh takes over in a world full of challenges and on the edge of simultaneous conflicts and furious great power competition from China. China continues to race across all fronts to increase the size of its military, its AI capabilities, aggressive intelligence collection expansion, and continued race to cement its influence in Africa and Latin America. China’s aggressions in the South China Sea continue to rattle Japan, Taiwan, and the Philippines. General Haugh takes over at the precipice of political uncertainty in the U.S. that could have significant ramifications to faith in the reliability of the U.S. as a partner with our allies. One of the challenges discussed with personnel on Capitol Hill is the ability to recruit and retain staff at levels and tenures needed to meet the mission. The transitional nature of U.S. Cyber Command as it executes its combatant mission challenges continuity of mission and time on mission needed to develop true expertise. NSA and Cyber Command has a recruitment and retention problem that sees the agency working hard to figure out how to shorten the vetting needed to generate an offer and on board staff. The current generation is not one that can wait a year to get an offer for what will be a lower pay than is available in industry. Some would say over classification is an issue that impedes the mission. The procurement process remains in a state that struggles to keep pace with innovation and the speed of mission needs. The retirement of experienced acquisition and contract staff and the inability to replace the experience is a challenge. The ability of the agency to take advantage of new contracting vehicles such as Other transaction authority (OTA) and longer awards, 7-10 years to mitigate the lack of staff and the long acquisition life cycle could improve the procurement process. The environment where the industrial base is restless and struggles to grow profitable businesses is one where fully cleared personnel are in short supply, and the clearance process needed to staff awarded contracts is experiencing a record backlog. https://lnkd.in/grHFkjyD
