The European Union and the European Bank for Reconstruction and Development have agreed to invest 100 million euros in critical raw material projects. The capital will be allocated to mineral exploration companies and projects in countries where the EBRD operates and countries covered by the Horizon Europe program. Africa is expected to be a focus of mineral development for the global energy transition, with about a third of the world's mineral resources found there. Miners will need to move into newer mining territories to find the volumes of cobalt, copper, lithium, manganese, and platinum group metals needed for future markets. However, the mining industry faces challenges such as infrastructure deficiencies and regulatory clarity, which can take a decade or more to progress from discovery to production. This development highlights concerns over Zambia's licensing system and its impact on exploration capital. A Zambian Corporate Finance Executive & Lawyer commented: "This makes sad reading and underscores the importance of having an efficient and transparent licensing system if the 3 million MT ambition is to be achieved. Security of tenure is critical to attracting much-needed exploration capital.
