With a huge shift in housing and planning reforms underway following a series of recent government announcements, including incoming legislation and changes to national planning policies, the need to get a comprehensive handle on the market reaction from both a public and private sector perspective is timely if we are to garner a clear view over what this means in practical terms to gear up for this much needed growth. Really interesting discussion hosted by Landmark Chambers and Town Legal LLP yesterday on the first 100(ish) days of the new Government. Should we be optimistic? I took away a few key points that I think do give grounds for cautious optimism: · The significant weight that the Government is giving to growth – as evidenced by the Secretary of State decisions issued to date · Greater focus on higher-tier governance – regional strategies and forcing LPAs to plan for growth (local decisions focussing on how and where, but not whether) · A more functional relationship with the London Mayor (for now) and the prospect of a higher housing requirement in the next London Plan (as Green Belt is no longer an excuse) · Possible refinement and flexibility regarding the ‘golden rules’ and benchmark land value in the final version of the NPPF? If not, expect to see industrial and other uses seizing opportunities where residential doesn’t stack up.
