Center for Strategic and International Studies (CSIS): Using Artificial Intelligence to Rethink the Unified Command Plan Using AI to rethink the Unified Command Plan (UCP) can significantly enhance the U.S. military's integration of cyber, space, and electronic warfare. Three key policy options are proposed: first, improving the command structure for global engagement and competition by better organizing the United States Department of Defense (DOD) and other national security agencies; second, merging space, cyber, and information effects commands to streamline functions and enhance deterrence capabilities; and third, realigning geographic combatant command boundaries to reflect modern global competition. These changes would improve interagency coordination, potentially reduce costs, and prepare the military for modern warfare and geopolitical challenges. The authors suggest creating interagency joint task forces and reconsidering the need for multiple service components, advocating for a comprehensive reevaluation of the national security framework. The Pentagon is about to launch one of the biggest tests yet of its JADC2, concept, this time seeking to bring multiple nations together to test how well the DoD can rapidly share very sensitive information with foreign militaries that aren’t traditional partners. LOGGIES!! Two interesting articles caught my eye today as they both deal with the critical need to harness and effectively use data to gain decision advantage. I think you'll find it worthwhile to read how USTRANSCOM is heavily relying on the integration and analysis of data to make critical decisions on real-world operations (https://bit.ly/3ZO7k7r) and how the United States Marine Corps is planning to use large language models as part of their artificial intelligence strategy (https://bit.ly/3NbEary). Most of us who are in, or support, the United States Department of Defense (DoD) are well aware there are unprecedented opportunities available today to revolutionize operations through artificial intelligence (AI) and comprehensive data analytics. These advancements are not merely minor enhancements but, instead, essential tools which substantially elevate the DoD's decision-making capabilities and operational readiness. Having access to, and effectively utilizing, real-time, accurate data can be the difference between a proactive strategy versus reactive crisis management. For the overall DoD, this means better threat anticipation, risk management, and resource allocation. For the #logistics community, it allows for more precise demand forecasting, the ability to accurately predict weapon system failures, and the capability to rapidly alter and optimize distribution routes in a dynamic operational environment...just to name a few examples. As we continue to advance and refine these technologies, the potential for AI and robust data analytics to secure a decisive strategic advantage for the DoD becomes increasingly clear. Embracing these tools will not only safeguard national security but will also ensure that the United States remains at the cutting edge of defense technology. Today the ISR Task Force partnered with WTOP News, the Federal News Network, U.S. Indo-Pacific Command, United States Space Force, and Planet Federal to discuss the critical topic of Broad Area Management and its impact on the safety and security of our nation. In the round table discussion, we touched on the imperative of #teamwork in Integrated Deterrence while also discussing some of the more tangible ways the services are investing in solutions to deliver enhanced situational understanding around the world. The US Army Intelligence enterprise, under the direction of Lieutenant General Tony Hale, is working hard to deliver horizontally integrated capabilities at a pace and scale that matches the tempo of the modern operational environment. To optimize these systems, we’ve been directed to develop strategies for wide-adoption and implementation of Artificial Intelligence capabilities into human-centric workflows. Soon the world currency will be measured in TPUs and GPUs. #Data centricity is a thing, and embracing it is what separates visionary leaders from everyone else. We wrap up this week with a conversation with Congressman Ken Calvert (R-CA) - a partner on Capitol Hill who is “all in” on AI investments.

House lawmakers are proposing the creation of a military testing and evaluation cell managed by the Defense Innovation Unit (DIU). This proposed cell aims to accelerate the transition of innovative technologies to military units, addressing challenges such as insufficient testing infrastructure and lengthy validation processes. Operating as a three-year pilot program starting in FY25, it will focus on continuous and iterative test and evaluation of high-need technologies with potential warfighting capabilities. The dedicated cadre of testing professionals within the cell will validate the effectiveness of commercial systems, software-based technologies, and other projects, establishing operational concepts to ensure swift deployment to units in need. This development aligns with DIU's expanded role in facilitating the adoption of in-demand technologies by the United States Department of Defense. To date, each U.S. military service has built its own systems and capabilities — which in many cases don’t even talk to themselves within their respective service — creating integration challenges at the joint level. Ultimately, capabilities must come together at the four-star, joint combatant command level where that commander integrates each service capability to determine which is the best available to execute the mission. https://lnkd.in/eQy-REU9
