No-build solutions are ways to solve infrastructure needs without building new assets, such as bridges, roads or buildings. One way of achieving this is by repurposing infrastructure. For example, in Manchester the Castlefield Viaduct sky park provides locals with a place to connect with nature and get together. Originally, Castlefield Viaduct used to carry heavy rail traffic in and out of the city, but it has been out of use since 1969. "Plan Plus Permit" reform has been implemented, allowing for the simultaneous approval of urban renewal plans, as part of the alternative to TMA 38, and the corresponding building permits.
