Paris MoU pilot on PSC on Fishing Vessels. Lately, there has been increased attention for fishing vessel safety, prevention of pollution and working and living conditions onboard fishing vessels. Consequently, the implementation of port State control on fishing vessels has been a matter of attention as well. The conventions applicable to fishing vessels already make it possible for port State control Authorities to inspect fishing vessels operating internationally. And quite a lot of the members of the Paris MoU do. Given the accident statistics regarding fishing vessels, but also the increasing regulation of fishing vessels, the Paris MoU is conducting a pilot to evaluate whether it could be of added value to implement a harmonised approach to port State control on internationally operating fishing vessels. With this communication we would like to inform you about this pilot. The pilot will be conducted in 2024 and 2025 and will be aimed at internationally operating fishing vessels of 24 meters and above. Although the Paris MoU as an organisation initiated this pilot, a limited number of Paris MoU members are participating in the pilot: Canada, Croatia, Denmark, France, Germany, Ireland, Netherlands, Norway, Spain and United Kingdom.

Frabelle Fishing Corp. with operations in Papua New Guinea and the Philippines aims to capture a slice of the $13.8 billion global tuna market. The company has expanded its tuna fishing fleet with the acquisition of a new ship, the Red Robin 88, which is expected to increase its annual catch by 8,000 metric tons (MT). The new vessel, unveiled on Wednesday, will enhance the company's fishing capacity in the Western Pacific Ocean, supporting local canneries in both domestic and export markets. The Red Robin 88, a Philippine-flagged tuna purse seiner, will be crewed by 30 seafarers who will deliver its catch to canneries in General Santos City and Frabelle Fishing's own processing facility in Papua New Guinea. This addition brings the company's total tuna purse seiner fleet to 14 vessels strategically positioned in the Philippines and Papua New Guinea. The new vessel employs vertical net curtains to capture dense schools of tuna, utilizing a technique where the bottom is drawn together like a purse string to secure a large quantity of fish. The Red Robin 88 was originally built in Taiwan in 2010 and underwent refurbishment before being registered under the Philippine flag by the Maritime Industry Authority. The acquisition is expected to contribute to the growth of the tuna processing industry in the Philippines, which has been a significant driver of the company's growth. Frabelle Fishing President Floyd Tiu Laurel expressed hope that the government will provide additional incentives to further drive the expansion and growth of the tuna canning industry. The Philippines' commercial fisheries sector achieved a total production of 862,686 million MT in 2022, with tuna being the largest contributor, accounting for 335,210 MT of the total production. The country's fishery industry also reported a net surplus of $292.25 million in foreign trade performance in 2022, with total exports valued at $1.21 billion. Tuna retained was the leading fishery export for the period, valued at $403.5 million. The global market for tuna is expected to grow to $13.8 billion by 2032, presenting opportunities for further expansion within the local canned tuna industry.

This acronym refers to vessels designated to carry wheeled cargo such as cars, trucks, trailers, containers in chassis, and other vehicles/equipment that are driven on and off the vessel using ramps. LOLO- Lift-on/Lift-off. This refers to vessels that uses cranes to load and unload cargo. Usually, the cargo is loaded into containers and then lifted on and off the vessel using cranes. Irish Fishing Leaders Seek MEPs Support to Prevent Industry Collapse New Irish Seafood Alliance Launched Irish fishing leaders are in Brussels to seek MEP’s support on the changes needed to prevent the collapse of their industry. The leaders have formed a new alliance, the Seafood Ireland group, to collaborate on a way forward together. Landings by Irish vessels fell by a staggering €37m last year, compared to 2022, according to figures from the Sea-Fisheries Protection Authority (SFPA). A reduction of 12% from 2023. Statistics from Bord Iascaigh Mhara (BIM) statistics show a similarly bleak picture with gross profit of the fishing fleet down by a massive 82% in 2023. Aodh O Donnell of the Irish Fish Producers Organisation (IFPO) says the future viability of the fishing and seafood industries are under serious threat. “We are witnessing adverse impacts across the board, from inshore boats to the largest vessels, targeting pelagic species such as mackerel and herring. This includes the entire onshore fish processing sector which has suffered huge losses in turnover.” “Unless immediate action is taken, there are fears of widespread business closures and that many Irish fishermen will permanently leave the industry. Meanwhile, non-EU members such as Norway, persistently overfish our shared migratory stocks of mackerel.” The IFPO is one of 5 representative organisations who have formed the Seafood Ireland alliance. The other members are the Killybegs Fishermen’s Organisation (KFO), the Irish South & West Fish Producers Organisation (IS&WFPO), the Irish South & East Fish Producers Organisation (IS&EFPO) and the Irish Fish Processors & Exporters Association (IFPEA). Our 'The Future of Maritime Safety report' found that Global Maritime Distress and Safety System (GMDSS) calls from fishing vessels rose significantly last year, up 21.45% from 39 incidents recorded during 2021. This Hook & Net article explores why fishing continues to be one of the most dangerous professions globally with thousands of fishers estimated to lose their lives every year, and why safety incidents remain significantly underreported. The ILOc188 Work in Fishing Convention (2007) requires that “All fishers on board shall be given reasonable access to communication facilities,” which is open to interpretation. In the 17 years since this guidance was issued, mobile phone ownership has doubled to account for an estimated 82 percent of the global population. Two third-party audited standards interpret the ILOc188 guidance into a Wi-Fi requirement; the Responsible Fishing Vessel Standard and the FISH crew standard. https://lnkd.in/dufDfCs7
