The UNODC bemoans the proportion of murders related to drug business-related conflicts, whilst the UN continues to actively co-ordinate drug prohibition through the UN Drug Conventions - 1961, 1971 and 1988... In Mexico, the rising levels of organized crime have been visible in the rise in homicide and extreme violence rates in the country. In 2021, Mexico positioned itself as the second country with the most homicides on the American continent and in 2022 as the ninth, according to the UNODC. The disputes between criminal organizations for control of territory and drug trafficking routes have generated a substantial increase in the number of intentional homicides in Mexico. Between 2015 and 2021, the number of homicides in Mexico related to organized crime grew from around 8,000 to more than 23,500, which is an increase of approximately 190%. This phenomenon is mainly the result of the fragmentation in the last 15 years of the few dominant criminal organizations due to the capture or death of their leaders, which has resulted in the proliferation of factions and smaller new criminal organizations that have intensified territorial disputes. The most notable case is that of the Jalisco Nueva Generación Cartel (CJNG), which since 2017 has carried out an aggressive and violent territorial expansion that currently maintains its presence in 28 of the 32 states of Mexico.
